Ausgangssituation

Damit Güter in die Europäische Union importiert werden können, müssen sie gewissen gesetzlichen Vorschriften für Qualität und Verbraucherschutz entsprechen. Darüber hinaus verlangen viele internationale Importeure freiwillige Umwelt- und Sozialstandards. Viele afrikanische Betriebe erfüllen diese Normen noch nicht oder verfügen nicht über die notwendige Zertifizierung.

Für eine Vielzahl afrikanischer Erzeugnisse besteht auf internationalen Märkten eine hohe Nachfrage: zum Beispiel Tropenfrüchte, Tee oder auch Textilien. Viele afrikanische Produzent*innen verkaufen ihre Produkte aufgrund mangelnder Zertifizierungen jedoch nur auf nationalen oder lokalen Märkten. Potenziale, um Arbeitsplätze zu schaffen und höhere Gewinne für afrikanische Unternehmen zu erzielen, bleiben ungenutzt.

Ziel

Die Produktqualität in ausgewählten Wirtschaftsbereichen und -standorten in Afrika ist erhöht.

Vorgehensweise

Die Allianz für Produktqualität in Afrika ist Teil der Sonderinitiative „Gute Beschäftigung für sozial gerechten Wandel" des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ). Das Projekt arbeitet in der Allianz Hand in Hand mit der Physikalisch-Technischen Bundesanstalt (PTB) und setzt Aktivitäten gemeinsam mit Unternehmen, Unternehmerverbänden, Fachinstitutionen und anderen Akteuren der Entwicklungszusammenarbeit um. Das Projekt unterstützt lokale Unternehmen dabei, internationale Qualitätsanforderungen umzusetzen, einzuhalten und nachzuweisen. Zudem fördert es die Einbindung der Privatwirtschaft in Normungsprozesse.

Konkret besteht die Arbeit des Projekts unter anderem aus Trainings und Beratung vor Ort, um afrikanische Betriebe bei der Verbesserung ihres Qualitätsmanagements zu unterstützen, damit diese eine international anerkannte Zertifizierung erlangen.
 

Context

In order for goods to be imported into the European Union, they must meet certain statutory quality and consumer protection standards. On top of this, many international importers also demand compliance with voluntary environmental and social standards. Many African producers do not meet these standards yet or lack the necessary certification.

There is high demand on international markets for a large number of African products, including tropical fruits, tea and textiles. However, due to the lack of certification, many African producers only sell their products on national or local markets. The potential for creating jobs and increasing the profits of African companies is not being harnessed.

Objective

Product quality in selected business sectors and locations in Africa has increased.

Approach

The Alliance for Product Quality in Africa is part of the Special Initiative ‘Decent Work for a Just Transition’ of the German Federal Ministry for Economic Cooperation and Development (BMZ). Within the Alliance, the project works hand in hand with the National Metrology Institute of Germany (PTB) and implements activities together with companies, business associations, specialist institutions and other development cooperation actors. The project supports local companies in implementing, maintaining and demonstrating international quality requirements. Furthermore, we promote the participation of the private sector in standardization processes.

Specifically, the project provides on-site training and advisory on the ground to help African companies improve their quality management so that they can achieve internationally recognized certification.
 

Contexte

Pour pouvoir être importés dans l’Union européenne, les biens doivent répondre à des prescriptions légales en matière de qualité et de protection des consommateurs. En outre, de nombreux importateurs internationaux exigent que des normes environnementales et sociales volontaires soient appliquées. De nombreuses entreprises africaines ne respectent pas encore entièrement ces normes ou ne disposent pas de la certification nécessaire.

Il existe une forte demande de produits africains variés, tels les fruits tropicaux, le thé ou les textiles, sur les marchés internationaux. Mais, faute de disposer des certifications requises, de nombreux producteurs africains ne vendent leurs produits que sur les marchés nationaux ou locaux. Le potentiel de création d’emplois et d’augmentation des bénéfices des entreprises africaines reste ainsi inexploité

Objective

La qualité des produits dans des secteurs et sur des sites économiques africains sélectionnés est améliorée.

Approche

L’Alliance pour la qualité des produits en Afrique fait partie de l’initiative spéciale « Emploi décent pour une transition juste » du ministère fédéral allemand de la Coopération économique et du Développement (BMZ). Au sein de l’Alliance, le projet travaille en partenariat avec l’Institut allemand de de métrologie (PTB) et réalise des activités en collaboration avec des entreprises, des associations d’entreprises, des institutions spécialisées et d’autres acteurs de la coopération au développement. Le projet aide les entreprises locales à mettre en œuvre les exigences de qualité internationales, à les appliquer et à en justifier le respect. Il encourage également l’implication du secteur privé dans les processus de normalisation.

Concrètement, le projet consiste notamment en des formations et des conseils sur place pour aider les entreprises africaines à améliorer leur gestion de la qualité afin d’obtenir une certification reconnue au niveau international.
