Ausgangssituation

Albanien steht kurz davor, den Status einer Marktwirtschaft zu erlangen, hat aber weiterhin Probleme mit hoher Jugendarbeitslosigkeit und zunehmender Migration. Das Wirtschaftsumfeld ist vor allem durch kleinste, kleine und mittlere Unternehmen (KKMU) geprägt. Trotzdem tragen sie nur wenig zum Wirtschaftswachstum des Landes bei.

Ziel

Die wirtschaftliche Entwicklung und die Arbeitsmarktsituation in Albanien verbessern sich, dabei liegt ein besonderer Schwerpunkt auf grünem Fachwissen (Green Skills), digitaler Kompetenz und Unternehmensprozessen.

Vorgehensweise

ProSEED 2.0 hat drei Hauptkomponenten, die in dem Programm zusammengeführt werden. Ihr Ziel ist

die berufliche Aus- und Weiterbildung zu verbessern und Lehrpläne zu modernisieren. Dazu werden digitales und grünes Fachwissen in 12 Lehrplänen integriert. Das Vorhaben stellt hierfür auch das erforderliche Material sowie Schulungen bereit. Etwa 5.500 Menschen erhalten nun „Green Skills" und digitale Kompetenzen in offiziellen und nichtoffiziellen Weiterbildungsmaßnahmen.

KKMU zu unterstützen, indem die Wettbewerbsfähigkeit von etwa 800 Unternehmen dieser Größe durch die Digitalisierung ihrer Unternehmensprozesse und grüne Unternehmenselemente verbessert wird. Zehn neue Dienstleister zur Geschäftsentwicklung sollen landesweit, regional und lokal eingerichtet werden.

die Entwicklung politischer Ziele zu unterstützen, um die Leistungsfähigkeit des Ministeriums für Wirtschaft und Innovation und seiner Institutionen zu verbessern. Entwickelt werden sollen sechs neue Strategien und Handlungspläne im Bereich Arbeit, die digitale oder grüne Wirtschaftsaspekte beinhalten.

ProSEED 2.0 arbeitet gemeinsam mit dem kofinanzierten Projekt EU4Innovation. Diese durch unterschiedliche Geber finanzierten Maßnahme zielt auf eine Verbesserung und Neugestaltung des Wirtschaftsumfelds sowie eine innovative Gestaltung des Investitionsumfelds ab und strebt an, die Sichtbarkeit albanischer Start-ups in der Region und international zu erhöhen.
 

Context
Albania is on the threshold of transitioning towards a market economy, but it continues to struggle with high youth unemployment and growing migration trends. The business environment in Albania is mainly characterised by micro, small and medium-sized enterprises (MSMEs). However, their contribution to the economic growth of the country is still small scale.

Objective
Both the economic development and the employment situation in Albania are improving throughout the country, with a special focus on green and digital skills as well as business processes.

Approach
ProSEED 2.0 has three main components contained under one umbrella. They aim to:

• improve vocational education and training (VET) and modernise qualifications and curricula by integrating digital and green elements into 12 VET courses. The programme also provides the requisite equipment and training to VET personnel. Approximately 5,500 people are now gaining green and digital skills via non-formal and formal qualification measures.

• support MSMEs with a focus on improving the competitiveness of around 800 MSMEs by digitalising their business processes and introducing green business elements. Ten new business development services will be established at national, regional or local level.

• provide policy development support to enhance the capabilities of the Ministry of Economy and Innovation and its subordinate institutions to develop six new employment-related strategies or action plans that include digital or green economic aspects.

ProSEED 2.0 joins forces with the co-funded project EU4Innovation. This Multi-Donor Action strives to improve the business environment, innovate the ecosystem and investment climate as well as increase the exposure of Albanian start-ups regionally and internationally.
