Ausgangssituation

Im Juni 2022 erhielt die Ukraine den Status eines EU-Bewerberlandes. Zwar hat das Land in den vergangenen Jahren große Fortschritte dabei gemacht, die digitale Agenda umzusetzen und den öffentlichen Dienst zu modernisieren. Dennoch bleibt der Reformprozess in vielen Bereichen eine Herausforderung. Dies liegt vor allem an ineffizienter Koordinierung und Umsetzung: Beamt*innen mangelt es häufig an Wissen und geeigneten Arbeitsrahmen – sowohl um EU-bezogene Aufgaben bürgerorientiert auszuführen als auch um die europäische Integration zu koordinieren.
Da Russland seinen Angriffskrieg in der Ukraine im Februar 2022 ausweitete, benötigt die Ukraine besonders humanitäre Unterstützung und lokale Innovation für den Wiederaufbau.

Ziel

Die ukrainische Regierung erreicht strategische Reformziele zur EU-Annäherung und setzt dabei das EU-Ukraine-Assoziierungsabkommen bürgerorientiert und effizient um.

Vorgehensweise

Das Vorhaben unterstützt zum einen lokale Innovationen für den Wiederaufbau durch mobile Makerspaces. Das sind offene Werkstätten, die mit IT-Equipment, 3D- Druck sowie Holz- und Metallverarbeitung flexibel produzieren können. Die Lösungen reichen von Unterkünften und Sanitärversorgung, Prothesen und medizinischem Material bis zu Geigerzählern. Makerspaces fördern zudem Erfindungen, indem sie Werkzeuge und Wissen aus der Open-Source-Bewegung zugänglich machen.

Zudem unterstützt das Vorhaben die ukrainische Regierung dabei, das Assoziierungsabkommen umzusetzen. Dafür bringt es sich in einem Innovationslab für die digitale Transformation öffentlicher Dienste ein: Es organisiert die technische Unterstützung für leitende Beamt*innen der digitalen Transformation (Chief Digital Transformation Officers, CDTOs) in den Fachministerien.
Darüber hinaus fördern neu verankerte Fortbildungen, Prozesse und Methoden die relevanten staatlichen Stellen, damit diese zu kompetenten Akteuren und Verhandlungspartnern für die EU-Assoziierung werden. Zudem unterstützt das Vorhaben kurzfristige Bedarfe bezüglich der Reformen zur EU-Annäherung über einen flexiblen Fonds. 

Context

In June 2022, Ukraine obtained EU candidate status. The country has made significant progress in implementing the digital agenda and modernising public services in recent years; however, the reform process remains challenging in many areas. The main reason for this is inefficient coordination and implementation. Officials often lack the knowledge and suitable working frameworks to carry out EU-related tasks in a citizen-oriented manner and to coordinate European integration.

Since Russia expanded its war of aggression in Ukraine in February 2022, Ukraine requires humanitarian support and local innovation for reconstruction, in particular.

Objective

The Ukrainian Government achieves strategic reform goals for EU association and, in doing so, implements the EU-Ukraine Association Agreement in a citizen-oriented and efficient way.

Approach

The project supports local innovation for reconstruction through mobile makerspaces, which are open workshops that enable flexible production using IT equipment, 3D printing and wood and metal work. The solutions range from accommodation and sanitation services, prostheses and medical supplies to Geiger counters. Makerspaces also support inventions, by providing access to tools and knowledge from the open-source movement.

In addition, the project supports the Ukrainian Government in implementing the Association Agreement. In an innovation lab, it contributes to the digital transformation of public services by organising technical support for the Chief Digital Transformation Officers (CDTOs) of the line ministries.

Moreover, newly established training courses, processes and methods strengthen the relevant government agencies so that they can become competent actors and negotiation partners for EU association. The project also supports the short-term requirements of the reforms for EU association through a flexible fund.
