Ausgangssituation
Die Schaffung produktiver und menschenwürdiger Arbeitsplätze ist eine der größten wirtschaftlichen und sozialen Herausforderungen Ägyptens. Nach Angaben der IAO waren 2020 fast 8 Prozent der ägyptischen Erwerbsbevölkerung als arbeitslos registriert. Die Jugendarbeitslosigkeit lag bei über 17 Prozent, wobei junge Frauen mit über 43 Prozent besonders von Arbeitslosigkeit betroffen waren. Schätzungsweise 63 Prozent der Erwerbsbevölkerung sind informell oder prekär beschäftigt (ERF, 2018). Die Situation auf dem ägyptischen Arbeitsmarkt ist mit der demografischen Entwicklung Ägyptens verknüpft. Laut ERF wird zwischen 2030 und 2035 ein Wachstum der Erwerbsbevölkerung um 800.000 Personen pro Jahr erwartet. Für neu in den Arbeitsmarkt eintretende Bevölkerung müssen genügend produktive Arbeitsplätze bereitgestellt werden, damit Arbeitslosigkeit, Unterbeschäftigung und prekäre Beschäftigung bei jungen Menschen nicht weiter zunehmen. Für die Anpassung an Auswirkungen des Klimawandels benötigen Wirtschaft und Arbeitsmärkte qualifizierte Arbeitskräfte.
Ziel
Ägyptens technische Ausbildung bereitet die Auszubildenden auf die Arbeit in einer Wirtschaft vor, die sich zu einer grünen Wirtschaft wandelt.
Zusammen mit dem ägyptischen Bildungsministerium wird das Vorhaben
• die Reformstrategie für technische Ausbildung an Erfordernisse der Arbeit in einer grünen Wirtschaft anpassen,
• an der Verbesserung des dualen Systems arbeiten, um die Ausbildung auf Anforderungen des Arbeitsmarkts auszurichten und die Entwicklung von Ausbildungsprogrammen für grüne Berufe unterstützen,
• die Entwicklung eines Ausbildungsmoduls zur Vermittlung von Umweltkompetenzen und deren Integration in die technische Ausbildung unterstützen und Maßnahmen zur Förderung der Beschäftigungsaussichten von Frauen in einer grünen Wirtschaft durchführen,
• die Einführung arbeitsmarktorientierter Berufsberatungsdienste fördern, um Auszubildende und Eltern auf Beschäftigungspotenziale in einer grünen Wirtschaft vorzubereiten.

Content
Creating productive and decent jobs is one of Egypt's biggest economic and social challenges. According to the International Labour Organization (ILO), almost eight per cent of Egypt's labour force were regis-tered as unemployed in 2020. Youth unemployment stood at more than 17 per cent, with young women being particularly affected by unemployment at more than 43 per cent. An estimated 63 per cent of the working population is informally or precariously employed (Economic Research Forum, ERF, 2018). The situation on the Egyptian labour market is closely linked to Egypt's demographic development. According to the ERF, a net increase in the labour force of 800,000 people per year is expected between 2030 and 35. Sufficient productive jobs must be made available for the new young population entering the labour market so that youth unemployment, underemployment and precarious employment do not increase fur-ther. To adapt to the effects of climate change, the economy and labour markets will require an adequately qualified workforce.
Objective
Egypt’s technical education system is preparing students for working in an economy that is transforming into a green economy.
Approach
Together with the Egyptian Ministry of Education and Technical Education (MoETE), the project will
• adapt the technical education reform strategy to meet the needs of working ina Green Economy,
• work on improving the dual system to align education and training to the demands of the labour market. It will offer support in developing training programmes for green occupations and adapt existing programmes to these needs.
• offer support in developing an educational module focusing on conveying cross-cutting envi-ronmental competencies and integrating them into technical education. implement gender-responsive measures to promote employment prospects for women in a green economy
