Berufliche Bildung für grüne Wirtschaftsentwicklung fördern

Ausgangssituation:
Brasilien ist die größte Volkswirtschaft Lateinamerikas und verfügt über großes Potenzial für den Ausbau umweltfreundlicher Wirtschaftszweige und für den Klimaschutz. Daher fördern Akteur*innen aus Politik und Wirtschaft eine grüne und sozialverträgliche Transformation. Dazu gehören die Steigerung der Erzeugung und Nutzung Erneuerbarer Energien sowie Investitionen in Bioökonomie und Kreislaufwirtschaft.
Allerdings sind Teile des brasilianischen Berufsbildungssystems noch nicht hinreichend darauf vorbereitet, die in diesen Bereichen benötigten Fachkräfte zu qualifizieren. Darüber hinaus ist der Zugang zu Qualifizierung und Beschäftigung für weite Teile der Bevölkerung mit Schwierigkeiten verbunden.
Nationale Initiativen sollen das Berufsbildungsangebot ausweiten und qualitativ verbessern, indem es stärker auf den Arbeitsmarktbedarf abgestimmt wird.

Ziel:
Die Beschäftigungschancen in der grünen Wirtschaft werden verbessert, wobei mehr qualifizierte Fachkräfte, darunter auch Frauen und vulnerable Gruppen, in diesen Zukunftsbereichen Zugang zum Arbeitsmarkt finden.

Vorgehensweise:
Das Vorhaben berät das Bildungsministerium (MEC), das Arbeitsministerium (MTP), den nationalen Dienstleister für die industrielle Aus- und Weiterbildung (SENAI) und das Bundesnetzwerk für berufliche, wissenschaftliche und technologische Bildung (IF ) dabei, bedarfsorientierte Aus- und Weiterbildungsangebote in umweltfreundlichen Wirtschaftszweigen zu entwickeln. Die Strategie stellt nicht nur auf die zuständigen Ministerien, sondern auch auf Unternehmen und Berufsschulen ab. Neben der Erarbeitung von Lehrplänen umfasst das Vorhaben die Ausbildung von Lehrkräften sowie die Einführung moderner Aus- und Weiterbildungsgänge in Zusammenarbeit mit Unternehmensverbänden. Besonderes Augenmerk wird darauf gelegt, Frauen und Mädchen für den Zugang zum Energiesektor zu gewinnen und Ausbildungsmöglichkeiten für vulnerable Gruppen zu schaffen. Zudem fördert das Vorhaben Dialogformate und die Entwicklung von Studien, um internationales Fachwissen in das brasilianische Berufsbildungssystem einzubeziehen, wobei der Schwerpunkt auf der Digitalisierung als Querschnittsthema liegt. In den Bereichen Kreislaufwirtschaft und Bioökonomie arbeitet das Vorhaben mit dem Unternehmen GOPA Worldwide Consultants zusammen. 

Promoting TVET for Green Economic Development

Context:
Brazil is the largest economy in Latin America, with significant potential to expand environmentally friendly sectors and protect the climate. Political and economic actors are therefore promoting a green and socially just transformation. This includes increasing the production and use of renewable energy, as well as investing in the bioeconomy and circular economy.
However, parts of Brazil’s technical and vocational education and training (TVET) system are not yet sufficiently prepared to train the experts needed in these fields. Moreover, access to vocational and technical training and employment is challenging for large parts of the population.
National initiatives aim to expand and improve the quality of TVET, aligning it more closely with the needs of the labour market.


Objetive:
Employment opportunities in the green economy are improving, with more skilled professionals, including women and vulnerable persons, entering the labour market in these future-focused fields.

Approach:
The project advises the Ministry of Education (MEC), Ministry of Labour (MTE), National Service for Industrial Training (SENAI), and the Federal Network of TVET (IF) on developing needs-based education and training in environmentally friendly sectors. The strategy targets not only the relevant ministries but also companies and vocational schools. Beyond developing curricula, the project includes teachers training and the implementation of modern courses in cooperation with business associations. A special emphasis is placed on encouraging women and girls to enter the energy sector as well as creating training opportunities for vulnerable groups. In addition, the project promotes dialogue formats and the development of studies to incorporate international expertise into Brazil’s TVET system, with a focus on digitalisation as a cross-cutting theme. In areas related to the circular economy and the bioeconomy, the project cooperates with the company GOPA Worldwide Consultants.
 

Situação inicial
O Brasil é a maior economia da América Latina e possui um potencial significativo para expandir setores verdes da economia e proteger o clima. Por isso, representantes dos setores político e econômico estão promovendo uma transformação verde e socialmente justa. Esse processo inclui o aumento da produção e do uso de energias renováveis, além de investimentos na bioeconomia e na economia circular.

No entanto, parte do sistema de educação e formação técnica e profissional (EPT) do Brasil ainda não está suficientemente preparada para formar os/as especialistas necessários/as nessas áreas. Além disso, o acesso à formação técnica e profissional e ao emprego é desafiador para uma grande parte da população. Iniciativas nacionais buscam expandir e melhorar a qualidade da EPT, alinhando-a mais estreitamente com as necessidades do mercado de trabalho.

Objetivo
As oportunidades de emprego na economia verde são aprimoradas, com um número crescente de pessoas qualificadas, incluindo mulheres e pessoas em situação de vulnerabilidade, ingressando no mercado de trabalho, em setores voltados para o futuro.

Abordagem
O projeto assessora o Ministério da Educação (MEC), o Ministério do Trabalho (MTE), o Serviço Nacional de Aprendizagem Industrial (SENAI) e a Rede Federal de Educação Profissional e Tecnológica (IF) no desenvolvimento de educação e formação adaptadas às necessidades dos setores verdes da economia. A estratégia abrange não apenas os ministérios relevantes, mas também empresas e escolas de formação profissional. Além do desenvolvimento de currículos, o projeto inclui a capacitação de professores e a implementação e modernização de cursos, em colaboração com associações empresariais. Um foco especial é dado ao incentivo à participação feminina no setor de energia, além da criação de oportunidades de formação para grupos vulneráveis. O projeto também promove formatos de diálogo e o desenvolvimento de estudos para incorporar expertise internacional ao sistema de EPT do Brasil, com ênfase na digitalização como um tema transversal. Em áreas relacionadas à economia circular e à bioeconomia, o projeto colabora com a empresa GOPA Worldwide Consultants.
