Ausgangssituation
Ziel der ivorischen Regierung ist es, die Treibhausgasemissionen des Landes bis 2030 um über 30 Prozent – im Vergleich zu 2012 – zu reduzieren. Das sehen die nationalen Klimabeiträge (Nationally Determined Contributions, NDC) der Côte d’Ivoire vor, welche die Regierung im Jahr 2022 beim Sekretariat der Klimarahmenkonvention der Vereinten Nationen eingereicht hat.
24 der 38 geplanten Minderungsmaßnahmen beziehen sich auf Treibhausgasemissionen, die im Energiebereich entstehen: Laut NDC-Aktionsplan soll der Anteil von erneuerbaren Energien am Strommix bis 2030 auf 45 Prozent steigen – vor allem durch Photovoltaikanlagen und Biomassekraftwerke. Der Plan sieht außerdem vor, dass der Energieverbrauch in Gebäuden und der Industrie um 20 Prozent sinkt. Die Rahmenbedingungen, um die Klimaziele im Energiebereich zu erfüllen, sind jedoch unzureichend.

Ziel
Um erneuerbare Energien und Energieeffizienz (RE/EE) auszubauen, sind zunehmend institutionelle Kompetenzen, finanzielle Mittel und Fachkräfte vorhanden. Damit können innovative und nachhaltige Lösungen und Technologien identifiziert sowie entsprechende Projekte umgesetzt werden.

Vorgehensweise
Das Vorhaben berät und schult Angestellte des Energieministeriums und nachgeordneter Behörden dabei, den Rechtsrahmen und Förderinstrumente für RE/EE zu entwickeln. Außerdem begleitet es das Energieministerium in der Entwicklung eines Systems, das Treibhausgase erfasst. Damit kann das Ministerium den Umsetzungsstand zu den NDCs im Energiebereich systematisch verfolgen.
Privatwirtschaftliche Verbände sollen Vorschriften und Standards zu RE/EE vermitteln und die Interessen der regenerativen Energiewirtschaft in Politik und Gesellschaft vertreten. Das Vorhaben unterstützt den ivorischen Dachverband für RE/EE-Klima deswegen dabei, seine Dienstleistungen darauf auszurichten.
Parallel dazu fördert das Vorhaben technische Ausbildungsinstitute und Fachhochschulen. Qualifizierte Fachkräfte werden an Unternehmen, die Produkte und Dienstleistungen zu RE/EE anbieten, vermittelt. Eine nationale Zertifizierung für Kompetenzen und Produkte wird zudem aufgebaut.

The Government of Côte d’Ivoire is aiming for a 30 per cent reduction in the country’s greenhouse gas emissions by 2030 as compared to levels in 2012. This objective corresponds to the nationally determined contributions (NDC) for Côte d’Ivoire that the Government submitted to the secretariat of the United Nations Framework Convention on Climate Change in 2022.
Twenty-four of the 38 planned reduction measures concern greenhouse gas emissions caused by the energy sector: under the NDC action plan, the share of renewable energies in the electricity mix is to be increased to 45 per cent by 2030 – in particular by using photovoltaic systems and biomass power plants. The plan further envisages a 20 per cent reduction in the energy consumption attributed to buildings and industry. However, current conditions in the energy sector are insufficient for achieving these climate goals.

Objective
More institutional expertise, financial resources and qualified professionals are available for the development of renewable energies and energy efficiency (RE/EE), making it possible to identify innovative and sustainable solutions and technologies and to implement projects.

Approach
The project provides advice and training for energy ministry staff and subsidiary agencies on developing a legal framework and funding mechanisms for RE/EE. It is also assisting the energy ministry in developing a system for gathering data on greenhouse gases. This will enable the ministry to systematically monitor implementation of the NDCs in the energy sector.
Private sector associations are to communicate RE/EE regulations and standards and represent the political and social interests of the renewable energy sector. The project is supporting the Ivorian umbrella organisation for RE/EE and climate to help it align services with needs.
At the same time, the project supports technical training institutes and universities of applied science. It puts qualified professionals in contact with companies offering RE/EE products and services. It is furthermore developing a national certification system for expertise and products.
