Ausgangssituation
Bevölkerungswachstum und größerer Wohlstand erhöhen in Ghana die Nachfrage von Haushalts- und Unterhaltungselektronik. Damit nehmen Abfälle dieser Geräte zu. Diese enthalten neben Wertstoffen auch Schadstoffe, die gesundheits- und umweltschädlich sind, wenn sie nicht sachgemäß behandelt werden. Ghana hat die Herausforderung erkannt und seit 2016 einen Gesetzesrahmen dafür entwickelt.

Ziel
Die ghanaische Regierung setzt erfolgreich ein System für umweltgerechtes und sozialverträgliches Management von Elektro- und Elektroaltgeräten um.

Vorgehensweise
Das Vorhaben berät das ghanaische Umweltministerium und die Umweltschutzbehörde dabei, ein funktionierendes Elektroschrottmanagement aufzubauen und zu finanzieren. Dafür ist ein regelmäßiger Austausch mit der Recyclingindustrie und mit Akteure*innen der informellen Elektroschrottbranche erforderlich. Zudem fördert das Vorhaben die Fähigkeiten der Kommunen, die gesetzlichen Vorgaben umzusetzen und damit besser mit Elektroschrott umzugehen.
Um die Interessen der Privatwirtschaft zu vertreten, unterstützt das Vorhaben Recyclingunternehmen dabei, innovative und finanziell tragfähige Produkte und Dienstleistungen zu entwickeln und umzusetzen. Beratung und Trainings bauen ihre technischen und unternehmerischen Kenntnisse aus. Außerdem fördert das Vorhaben Partnerschaften zwischen formellen und informellen Unternehmen.
Das Vorhaben unterstützt die Umstellung von nicht registrierten Schrottplätzen in umweltgerechte Recyclingparks und die Integration des informellen Bereichs in das nationale Elektroschrottmanagementsystem. Dafür arbeitet das es mit Vereinigungen der informellen Recyclingwirtschaft im ganzen Land zusammen und hält mobile Trainings für die Arbeiter*innen auf Schrottplätzen. Dabei unterstützt das Vorhaben besonders Vereinigungen von Frauen.

Context
In Ghana, a growing population and greater prosperity are increasing the demand for household and consumer electronics. This is driving an increase in electronic waste. Besides recyclable materials, this waste also contain pollutants that are harmful to health and the environment if not managed properly. Ghana has recognised the challenge and has been developing a legislative framework for this since 2016.

Objective
The Ghanaian Government successfully implements a system for managing unwanted electrical and electronic items that is environmentally sound and socially responsible.

Approach
The project focuses on three areas of action:
It advises the Ghanaian Ministry of the Environment and Environmental Protection Agency on how to set up and finance an effective e-waste management system. This requires regular dialogue with the recycling industry and with stakeholders in the informal e-waste industry. The project also develops the capacities of local authorities to implement statutory requirements and therefore handle electronic waste better.
To represent the interests of the private sector, the project supports recycling companies in developing and implementing innovative and financially viable products and services. Through consulting and training, the companies’ technical and entrepreneurial knowledge are developed. The project also promotes partnerships between formal and informal companies.
The project provides support to turn unregistered waste disposal sites into environmentally sound recycling centres and integrate the informal sector into the national e-waste management system. It works with associations for the informal recycling industry throughout the country and provides mobile training to workers in waste disposal sites. The project supports women’s associations, in particular.
