Ausgangssituation
Kamerun hat in jüngster Zeit mehrere Gesetze verabschiedet, die eine verbesserte Gesetzgebung zum Ziel haben, darunter die Vision 2035 (2035 Vision) und die Nationale Entwicklungsstrategie 2020-2030 (National Development Strategy 2020-2030, NDS30). Dennoch bleibt der gesetzliche Rahmen unzureichend. Die lokale Verwaltung steht bei der Bereitstellung der notwendigen Ressourcen für die laufende Infrastrukturentwicklung und eine effiziente Erbringung staatlicher Basisleistungen vor Herausforderungen. Die vorhandenen Mittel decken die tatsächlichen Finanzbedarfe der Gemeinden nicht komplett ab. Infolgedessen haben die staatlichen Basisleistungen für die Bevölkerung weder die erforderliche Qualität noch den notwendigen Umfang. Zusätzlich erschweren schwache Institutionen und unangemessene Maßnahmen die öffentliche Transparenz. Lokale politische Zielsetzungen gehen in ihren Formulierungs- und Weiterentwicklungsprozessen nicht in angemessener Weise auf die Bedarfe und Entwicklungsmöglichkeiten der Bevölkerung vor Ort ein. Insbesondere betrifft dies Frauen, Mädchen und andere besonders schutzbedürftige und marginalisierte Gruppen.
Ziel
Die Regierungsführung in Kamerun gestaltet sich dezentraler und bürgerorientierter. Sie legt einen besonderen Schwerpunkt darauf, Frauen miteinzubeziehen und die Geschlechtergleichheit zu fördern.
Vorgehensweise
Um die Ziele zu erreichen, setzt das Vorhaben folgende Maßnahmen um:
• Es unterstützt Gemeinden in ausgewählten Partnerregionen dabei, eine wirkungsvollere Rolle in der lokalen Regierungsführung einzunehmen. Geschehen soll dies, indem die Gemeinden ihre Basisdienstleistungen verbessern und in Zusammenarbeit mit zivilgesellschaftlichen Organisationen auf eine höhere Teilhabe, mehr Dialog und Rechenschaftspflicht hinarbeiten.
• Es mobilisiert finanzielle Ressourcen, um lokale Behörden zu unterstützen und die Einnahmen vor Ort zu erhöhen.
• Es verbessert die Effektivität und Transparenz im Umgang mit Steuereinnahmen und öffentlichen Ausgaben in den Einrichtungen der Finanzverwaltung und ausgewählten Ministerien.
Project description (EN)
Context
Even though Cameroon has recently adopted several laws aimed at enhancing the country’s legal development such as the 2035 Vision and the National Development Strategy 2020-2030 (NDS30), the existing legal framework remains insufficient. Councils face challenges in securing sufficient resources for enduring infrastructure development and efficient public services delivery. Actually, transfers do not fully cover the financing needs of municipalities. As a result, public services are not provided to the population in the required quantity and quality. Additionally, weak institutional power and inadequate sanctions undermine transparency in public action. Local policies lack adequate consideration of the needs and potential of local populations, particularly women, girls and other vulnerable and marginalised groups, during their formulation and development.
Objective
Cameroon’s governance is becoming more decentralised and citizen-oriented, with a specific emphasis on considering women and promoting gender equality.
Approach
To achieve its objective, the project employs the following key measures:
• Supporting municipalities in selected partner regions in Cameroon to play a more effective role in local governance by improving service delivery, implementing participation, dialogue and accountability formats in collaboration with Civil Society Organisations (CSOs).
• Focusing on mobilising financial resources to support local authorities and increase local revenues.
• Improving the efficiency and transparency of tax and expenditure management by the tax administration and selected ministries.
