Ausgangssituation
In den ländlichen Gebieten Madagaskars haben lediglich 14 Prozent der Bevölkerung Strom, im Süden des Landes (Grand Sud) sind es sogar noch weniger. Der fehlende Zugang zu Elektrizität ist nach wie vor ein großes Hindernis für die Entwicklung des Landes.
Madagaskar erzeugt derzeit etwa die Hälfte seines Energiebedarfs aus Wasserkraft. Photovoltaik spielt hingegen noch fast keine Rolle. Mit dem enormen Potenzial an erneuerbaren Energien könnte Madagaskar jedoch die Elektrifizierungsrate erhöhen, die Umwelt schonen und einen Beitrag zur Bekämpfung des Klimawandels leisten.
Die geringe ländliche Elektrifizierungsrate und sehr hohe Sonneneinstrahlungswerte, insbesondere im Grand Sud, sind ideale Bedingungen für die netzunabhängige Nutzung von Solarenergie. Die Regierung hat bereits einen günstigen Rechtsrahmen für private Investitionen geschaffen, um die Elektrifizierung zu beschleunigen.
Ziel
Die (ländliche) Stromversorgung mit erneuerbaren Energien in Pilotregionen des Grand Sud ist verbessert.
Vorgehensweise
Um die ländliche Elektrifizierung zu fördern, arbeitet das Vorhaben mit dem Ministerium für Energie und Kohlenwasserstoffe (MEH), dem Amt für Stromregulierung (ORE), der Agentur für die Entwicklung der ländlichen Elektrifizierung (ADER) sowie weiteren Institutionen und der Wirtschaft zusammen.
Es unterstützt die Regierung dabei, gesetzliche Rahmenbedingungen umzusetzen und Finanzierungsmechanismen anzuwenden, um Projekte aus der Wirtschaft zu fördern.
Das Vorhaben setzt konkret folgenden Maßnahmen um:
- Es schult nationale und lokale Verantwortliche im Management von Projekten zur ländlichen Elektrifizierung.
- Gemeinsam mit Beteiligten im Grand Sud setzt es innovative und wirtschaftlich tragfähige Lösungen für erneuerbare Energien um.
- Es verbessert das Angebot für praxisorientierte Fort- und Weiterbildungen für Solarfachleute, die im Bereich der ländlichen Elektrifizierung im Grand Sud tätig sind.

Context
Only 14 per cent of people in rural Madagascar have electricity, with the figure even lower in the south (Grand Sud). This lack of access to electricity remains a major obstacle to the country’s development.
Madagascar currently generates around half of the energy it needs from hydropower, whereas solar still only plays a minor role. However, the huge potential it has for exploiting renewable energy could allow Madagascar to increase its electrification rate, protect the environment and help fight climate change.
The low degree of electrification in rural areas and very long hours of sunlight, particularly in Grand Sud, provide ideal conditions for harnessing solar energy off-grid. The Government has already established a favourable legal framework for private investment in order to speed up the electrification process.
Objective
The (rural) supply of electricity from renewable sources in pilot regions of Grand Sud has been improved.
Approach
To promote rural electrification, the project is working with the Ministry of Energy and Hydrocarbons (MEH), the Board of Electricity Regulation (ORE) and the Rural Electrification Development Agency (ADER), as well as other institutions and the public sector.
It is helping the Government to put the statutory framework in place and apply financing mechanisms to fund projects from the private sector.
Specifically, the project is implementing the following measures:
- Training national and local actors in managing rural electrification projects.
- Implementing innovative solutions for renewable energy that offer value for money in cooperation with stakeholders in Grand Sud.
- Improving the range of training courses with a practical focus for solar power specialists working on rural electrification in Grand Sud.

Situation initiale
Dans les zones rurales de Madagascar, 14 % de la population seulement ont l’électricité, et dans le sud du pays (Grand Sud), le taux est encore inférieur. Le manque d’accès à l’électricité reste un obstacle majeur au développement du pays.
Madagascar couvre actuellement environ la moitié de ses besoins en énergie à partir d’énergie hydraulique. Le photovoltaïque, en revanche, ne joue encore presque aucun rôle. Cependant, avec son énorme potentiel en énergies renouvelables, Madagascar pourrait augmenter son taux d’électrification, préserver l’environnement et contribuer à la lutte contre le changement climatique.
Le faible taux d’électrification rurale et les valeurs d’ensoleillement très élevées, notamment dans le Grand Sud, sont des conditions idéales pour l’utilisation hors réseau de l’énergie solaire. Le gouvernement a déjà mis en place un cadre juridique favorable aux investissements privés afin d’accélérer l’électrification.
Objectif
L’approvisionnement (des zones rurales) en électricité d’origine renouvelable dans des régions pilotes du Grand Sud s’améliore.
Approche
Afin de promouvoir l’électrification des zones rurales, le projet collabore avec le ministère de l’Énergie et des Hydrocarbures (MEH), l’Office de régulation de l’électricité (ORE), l’Agence de développement de l’électrification rurale (ADER) ainsi que d’autres institutions et le secteur privé.
Il soutient le gouvernement dans la mise en œuvre des cadres juridiques et l’application de mécanismes de financement afin de promouvoir des projets issus du secteur privé.
Concrètement, le projet met en œuvre les mesures suivantes :
- Il forme des responsables nationaux·ales et locaux·ales à la gestion de projets d’électrification rurale.
- En collaboration avec les parties prenantes du Grand Sud, il met en œuvre des solutions innovantes et économiquement viables pour les énergies renouvelables.
- Il améliore l’offre de formations continues et pratiques pour les professionnel·le·s de l’énergie solaire travaillant dans le domaine de l’électrification rurale dans le Grand Sud.
