Ausgangssituation
Mauretanien ist eines der ärmsten und am wenigsten entwickelten Länder der Welt. Trotz seines relativen Rohstoffreichtums lag es 2024 auf Platz 164 von 192 Ländern im Index der menschlichen Entwicklung. Beim Pro-Kopf-Einkommen landete das Land sogar nur auf Platz 169.
Die zentralen Faktoren: Korruption, schwache Institutionen, ineffiziente Verwaltung und undurchsichtige Entscheidungen.

Ziel
Die mauretanische Regierung priorisiert zunehmend die Dezentralisierung als ein zentrales Werkzeug für die Entwicklung des Landes.

Vorgehensweise
Das Vorhaben unterstützt die Verantwortlichen zur Dezentralisierung darin, lokal und regional stärkere staatliche Institutionen zu schaffen. Ziel ist, die Verantwortung für zentrale staatliche Leistungen, wie die Erstellung von Dokumenten, schrittweise an Gemeinden und Regionen zu übertragen, um Entwicklung dezentral zu steuern und an den Bedarfen der lokalen Bevölkerung auszurichten.
Dafür berät das Vorhaben die Generaldirektion für Dezentralisierung und lokale Entwicklung im Innenministerium darin, den Prozess zu lenken. Es berät zudem das neue Dezentralisierungsministerium dabei, besser zu kommunizieren, um die Dezentralisierung in Mauretanien stärker zu priorisieren. Darüber hinaus wird das Finanzministerium mit Werkzeugen ausgestattet, mit denen es kommunale Haushalte besser verwalten und überwachen kann. Das Vorhaben unterstützt es ergänzend dabei, wichtige Reformen zu kommunalen Steuern umzusetzen.
Und ausgewählte Partnergemeinden und Regionen berät das Vorhaben darin, ihre Haushaltsführung effizienter und transparenter zu gestalten, die Bürgerbeteiligung zu erhöhen und die Entwicklung in ihrem Gebiet stärker an den Bedarfen der Bevölkerung zu orientieren.

Context
Mauritania is one of the poorest and least developed countries in the world. Despite its relative resource wealth, it ranked 164 out of 192 countries in the 2024 Human Development Index. In terms of per capita income, the country ranked just 169th.
This is mainly the result of corruption, weak institutions, inefficient administration and a lack of transparent decision-making.

Objective
The Mauritanian Government is increasingly prioritising decentralisation as a key tool for the country’s development.

Approach
The project is helping those responsible for decentralisation to create stronger state institutions at local and regional level. The aim is to gradually transfer responsibility for central government services, such as the preparation of documents, to municipalities and regions so that development is managed in a decentralised way and is focused on the needs of the local population.
The project is advising the Secretary General of the Ministry of Interior and Decentralization and Local Development on managing the process. It is also advising the new Ministry of Decentralisation on improving communications in order to give higher priority to decentralisation in Mauritania. Moreover, the Ministry of Finance is being equipped with tools to help improve management and monitoring of municipal budgets. The project is additionally supporting the Ministry’s efforts to implement important reforms in the area of municipal taxes.
Furthermore, the project is advising selected partner municipalities and regions on improving efficiency and transparency in the budget process, increasing citizen engagement and ensuring that development in their region is more aligned with the needs of the population.

La Mauritanie est l’un des pays les plus pauvres et les moins développés du monde. Malgré sa richesse relative en ressources naturelles, elle était classée en 2024 164e sur 192 selon l’indice du développement humain. En termes de revenu par habitant, le pays n’est même arrivé qu’à la 169e place.
Les facteurs essentiels sont la corruption, la faiblesse des institutions, l’inefficacité des administrations et l’opacité des processus décisionnels.

Objectif
Le gouvernement mauritanien accorde une priorité croissante à la décentralisation, instrument essentiel pour le développement du pays.

Approche
Le projet soutient les responsables de la décentralisation dans la mise en place d’institutions étatiques plus robustes au niveau local et régional. L’objectif consiste à transférer progressivement aux communes et aux régions la responsabilité de services de l’État central, par exemple l’établissement de documents, afin de décentraliser le développement et de l’axer sur les besoins des populations locales.
À cet effet, le projet conseille la Direction générale des collectivités locales et du développement local du ministère de l’Intérieur sur le pilotage du processus. Il conseille en outre le nouveau ministère de la Décentralisation en matière de communication, afin de renforcer encore la priorité donnée à la décentralisation en Mauritanie. Par ailleurs, le projet dote le ministère des Finances d’outils lui permettant de mieux gérer et surveiller les budgets communaux. À titre complémentaire, il le soutient dans la mise en œuvre d’importantes réformes des impôts communaux.
Et il conseille les communes partenaires et régions sélectionnées en vue d’une gestion budgétaire plus efficace et plus transparente, d’un renforcement de la participation citoyenne et d’un développement davantage axé sur les besoins de leur population respective.
