Ausgangsituation:
Urbane Gebiete tragen erheblich zum Kohlenstoffausstoß bei und sind gleichzeitig besonders anfällig für die Auswirkungen des Klimawandels. Städte bergen somit ein immenses Potential für die Minderung sowie die Anpassung an den Klimawandel. Die Nutzung dieses Potentials beschleunigt eine umweltfreundliche und sozial gerechte Stadt- und Wirtschaftsentwicklung. Der nationale Rat für den Klimawandel (CCC) monitort und koordiniert in Georgien die Umsetzung der Klimastrategie und des zugehörigen Aktionsplans. Um die ehrgeizigen nationalen Klimaschutzbeiträge (NDC) Georgiens in den städtischen Raum zu übertragen, muss jedoch mehr getan werden. Ein hoher Zentralisierungsgrad und limitierte lokale Kapazitäten in den Verwaltungen stellen georgische Städte vor Herausforderungen bei der Entwicklung und Finanzierung integrierter Stadtentwicklungsprojekte für den Klimaschutz. Darüber hinaus gilt es partizipative Ansätze als Standard in der Stadtentwicklungsplanung zu etablieren, um die Lebensqualität in und Resilienz von Städten zu erhöhen.
Ziel:
Georgische Städte haben in Zusammenarbeit mit der nationalen Regierung partizipativ entwickelte, klimaorientierte und städtebaulich integrierte Investitionsprojekte zur Finanzierungsreife gebracht.
Vorgehensweise:
Aufbauend auf den Urban-Lab-Ansatz bringt das Projekt integrierte städtische Infrastrukturprojekte zur Finanzierungsreife – vor allem in den Bereichen Energieeffizienz, Mobilität, Abfallwirtschaft und öffentliche Räume. Hierfür arbeitet es eng mit ausgewählten Städten zusammen und kooperiert mit nationalen und sub-nationalen Akteuren, einem professionellen Netzwerk aus Fachkräften und lokalen Gemeinschaften. Durch seine Aktivität in den Praxislaboren verbessert das Projekt die städtische Integration, Inklusion sowie die Teilhabe von Bürger*innen. Darüber hinaus arbeitet das Projekt daran, die Kapazitäten von Kommunalverwaltung und Zivilgesellschaft hinsichtlich integrierter Planung und Budgetierung von Investitionen zu erhöhen. Neben Infrastrukturprojekten unterstützt das Projekt auch die Entwicklung von Nachbarschaftsentwicklungsplänen (Neighbourhood Development Plans, NDPs).
Das so gesammelte Wissen fließt in die nationale Politikreform in Georgien ein und wird in einem Netzwerk urbaner Fachleute und Innovatoren vergemeinschaftet.

Context:
Urban areas contribute greatly to national carbon emissions and are particularly vulnerable to the effects of climate change. Thus, cities hold immense mitigation and adaptation potential. Unlocking this could accelerate a green and just transition.
The national Climate Change Council (CCC) of Georgia monitors and coordinates the implementation of the country’s climate strategy and the corresponding action plan. But more work is needed to localise Georgia’s ambitious NDC commitments. High levels of centralisation and a lack of local capacities, present Georgian cities with challenges in developing and financing integrated urban development projects for climate action. Furthermore, participatory approaches to ensure the long-term social and economic impact of urban interventions as well as increase the quality of life and resilience of cities are yet to be established as standard.
Objective:
In cooperation with the national government, Georgian cities have developed participatory, climate-oriented and urban-integrated investment projects that are ready for financing.
Approach:
Following the Urban-Lab approach, the project brings integrated urban infrastructure projects to readiness for funding – primarily in the fields of energy efficiency, mobility, waste management and public spaces. To this end, it works closely with selected cities in cooperation with national and sub-national actors, a professional network of experts and local communities. By conducting real life laboratories, the project improves urban integration, citizen participation and inclusivity. In addition, the project works to improve local government and civil-society capacities in integrated planning and investment budgeting. Apart from infrastructure projects, the project also supports the development of Neighbourhood Development Plans (NDPs).
The accumulated expertise is taken up in national policy reform in Georgia and shared within a network of urban innovators.
