Project description (DE)

Ausgangssituation:

In dem andauernden Krieg in der Ukraine haben sechs Millionen Menschen das Land verlassen, während eine ebenso große Anzahl im Inland vertrieben wurde. Diese Migration führt in der Wirtschaft zu einem drastischen Mangel an qualifizierten Arbeitskräften, die für den Wiederaufbau von entscheidender Bedeutung sind. Die wichtigen Bereiche, darunter Bau, Transport, Logistik, Informationstechnik und Landwirtschaft, verzeichnen gleichzeitig einen steigenden Bedarf an Arbeitskräften: Prognosen zeigen, dass bis 2033 bis zu 4,5 bis 8,6 Millionen Fachkräfte zusätzlich benötigt werden.

Ziel:

Die Ukraine verfügt über qualifizierte Arbeitskräfte für den Wiederaufbau.

Vorgehensweise:

Das Projekt unterstützt landesweit Bildungsträger bei der Aus- und Fortbildung von Fachkräften, die für die Stabilisierung und Wiederaufbau der ukrainischen Wirtschaft unabdingbar sind.

Es setzt folgende Maßnahmen um:

- Es schult Lehr- und Führungskräfte von Bildungsträgern im Umgang mit benachteiligten Personengruppen wie ehemaligen Kämpfer*innen und Binnenvertriebenen. Diese sollen damit leichter in den Arbeitsmarkt integriert werden.
- Das Vorhaben fördert Partnerschaften zwischen Bildungseinrichtungen und Unternehmen, um praxisorientierte Fortbildungen anzubieten.
- Es entwickelt Programme, um den Übergang von Jugendlichen, Erwachsenen und benachteiligten Gruppen in den Arbeitsmarkt zu fördern.
- Ferner berät es das Ministerium für Bildung und Wissenschaft sowie das Wirtschaftsministerium, um die Rahmenbedingungen für Aus- und Fortbildungen zu verbessern.

Durch die Maßnahmen kann das Projekt die Qualifikationen der Arbeitskräfte verbessern und die Chancengleichheit für alle Bevölkerungsgruppen erhöhen. Es leistet somit einen langfristigen Beitrag zum wirtschaftlichen Wiederaufbau der Ukraine.
 

 

Project description (EN)

Context:

Communities near the frontlines are particularly affected by Russia’s war of aggression. Many areas have been severely damaged or temporarily occupied, forcing millions to flee. Almost 6.5 million people have left Ukraine, while 3.4 million have relocated to safe regions within the country.
Even before the war, rural areas struggled to provide healthcare and social services due to outdated facilities, limited resources, and insufficient training opportunities. The war has worsened these issues, destroying infrastructure, displacing trained personnel, and disrupting energy supplies. Meanwhile, demand for services has soared as vulnerable groups – internally displaced persons, injured individuals, veterans, and jobseekers – require urgent medical and social support.

Objective:

Governmental and non-governmental institutions in selected Ukrainian communities provide essential needs-based services to address the population’s requirements and ensure their protection.

Approach:

Together with Ukrainian partners, the project implements concrete measures to improve social, health, and administrative services in Ukraine’s most war-affected regions. These include:
• Providing essential equipment: Municipalities receive generators, battery charging stations, heaters, medical devices, passport stations, and IT systems to support service delivery.
• Repairing public building: The project uses modular construction solutions to restore facilities for social and healthcare services.

Establishing rehabilitation services: The project establishes production sites for prostheses and orthoses. Additionally, it trains medical, social, and administrative staff to meet growing needs.
