Ausgangssituation
Laut dem Global Entrepreneurship Monitor 2023 versucht rund jeder sechste Erwachsene (knapp 16 Prozent) in Jordanien ein Unternehmen zu gründen oder führt ein Unternehmen, das weniger als 3,5 Jahre alt ist. Die Quote der etablierten Unternehmer*innen liegt jedoch nur bei gut sieben Prozent. Dies verdeutlicht die erheblichen Schwierigkeiten bei der langfristigen Führung von Unternehmen. Hinzu kommt, dass neugegründete Unternehmen häufig nur ein geringes Wachstumspotenzial haben.
Auch das unternehmerische Ökosystem steht vor vielfältigen Herausforderungen. Die Rahmenbedingungen sind für Unternehmer*innen oft nicht förderlich. Verwaltungsrechtliche Hürden und bürokratische Prozesse wirken hinderlich. Zudem gibt es in den Regionen nicht genügend Unterstützungs- und Kooperationsangebote. Dadurch können Unternehmer*innen die regionalen Märkte und Geschäftspotenziale nicht ausreichend nutzen.
Ziel
Ein verbessertes Unternehmertum steigert die wirtschaftliche Entwicklung und schafft neue Arbeitsplätze in Jordanien.
Vorgehensweise
Das Projekt ist kofinanziert vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung und der Europäischen Union.
Das Projekt kooperiert mit dem jordanischen Ministerium für digitale Wirtschaft und Unternehmertum sowie weiteren nationalen Partnern in drei Bereichen:
Es verbessert die personellen und planerischen Fähigkeiten von Beteiligten im Staatswesen und in der Privatwirtschaft. Damit sollen effektive Unterstützungsmaßnahmen für Jungunternehmen entwickelt werden.
Es fördert regionale Ökosysteme, um die Bedingungen für Start-ups zu verbessern und ihnen bessere Dienstleistungen zu bieten.
Es unterstützt Gründer*innen und junge Unternehmen dabei, regionale Märkte und Geschäftspotenziale optimal zu nutzen – etwa durch Förderprogramme oder Veranstaltungen zur Soft- und Hardwareentwicklung.

According to the 2023 Global Entrepreneurship Monitor, around every sixth adult (approximately 16 per cent) in Jordan is trying to set up their own company or heads up a company that is less than 3.5 years old. However, the proportion of established entrepreneurs is only just over seven per cent. This illustrates the considerable difficulties that entrepreneurs have in managing businesses over the long term. In addition to this, new companies frequently have only limited growth potential.
The entrepreneurial ecosystem is also facing many different challenges. The general conditions are often unfavorable for entrepreneurs. Administrative hurdles and bureaucratic processes are a hindrance. In addition, there are not enough support services and partnership schemes in the regions. This means that entrepreneurs cannot sufficiently exploit regional markets and business potential.
Objective
Improved entrepreneurship increases economic development and generates new jobs in Jordan.
Approach
The project is cofinanced by the German Federal Ministry for Economic Cooperation and Development and the European Union.
The project cooperates with the Jordanian Ministry of Digital Economy and Entrepreneurship as well as other national partners in three areas:
Improving the HR and planning skills of the stakeholders in the public and private sectors with the aim of developing effective support measures for new companies.
Promoting regional ecosystems to improve the conditions for start-ups and offer them better services.
Supporting founders and start-ups in making optimum use of regional markets and business potential – for example through funding programmes or events on software and hardware development.
