Ausgangssituation:
Die rasante sozioökonomische Entwicklung Indonesiens wirkt sich bisher negativ auf die Umwelt und das Klima aus. Der Umweltschutz und die Dekarbonisierung der Wirtschaft haben daher einen hohen Stellenwert bei der nationalen Entwicklungsplanung. Um langfristig wirtschaftlich wachsen zu können und die Indonesia Vision 2045 zu erreichen, will die indonesische Regierung den Wandel hin zu einer grünen Wirtschaft fördern.
Die Kopplung von breitenwirksamem Wirtschaftswachstum mit Umwelt-, Ressourcen- und Klimaschutz steht derzeit noch am Anfang. Den staatlichen und privaten Akteuren fehlen konkrete Ansätze, um das Beschäftigungspotenzial einer grünen Wirtschaft auszuschöpfen. Es mangelt vor allem an zukunftsorientierten Weiterbildungs- und Umschulungsangeboten, um die Transformation des Arbeitsmarkts sozial gerecht und inklusiv zu gestalten und qualifizierte Fachkräfte für die grüne Wirtschaft bereitzustellen.

Ziel:
Ausgewählte öffentliche und private Akteure sind in der Lage, Beschäftigung in grünen Jobs inklusiv zu fördern.

Vorgehensweise:
Das Projekt wird im Auftrag des deutschen Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) durchgeführt. Die Umsetzung erfolgt durch das Ministerium für nationale Entwicklungsplanung (Bappenas) und die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Um die Grundbedingungen für grüne Jobs zu verbessern, berät das Projekt Ministerien und Verbände bei der Umsetzung der nationalen Green Jobs Roadmap. Zudem werden Berufsbildungsakteure dabei unterstützt neue inklusive Weiterbildungs- und Umschulungsangebote mit hoher Arbeitsmarktorientierung einzuführen. Dies umfasst die Bedarfsermittlung, Curriculaentwicklung sowie die Fortbildung von Lehrpersonal. In ausgewählten Pilotprovinzen berät das Projekt Vertreter*innen von Staat, Wirtschaft und Zivilgesellschaft bei der gemeinsamen Entwicklung lokaler Strategiepläne und der Erprobung von Initiativen zur Förderung von Beschäftigung in grünen Jobs. 

Context
Indonesia’s rapid socio-economic development has had a negative impact on the environment and the climate. Therefore, environmental protection and the decarbonisation of the economy are given high priority in National Development Planning. To achieve long-term economic growth and the Indonesia Vision 2045, the Indonesian Government aims to promote the transition to a green economy.

The coupling of broad-based economic growth with environmental, resource and climate protection is still at an early stage. State and private actors require concrete approaches to leveraging the employment potential of a green economy. Above all, there is a lack of future-oriented upskilling and reskilling opportunities to enable a socially just and inclusive transformation of the labour market and to ensure the availability of qualified specialists for the green economy.

Objective
Selected public and private stakeholders are enabled to promote employment in green jobs inclusively.

Approach
The project is being carried out on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It is implemented by the Ministry of National Development Planning (Bappenas) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The project advises ministries and associations on the operationalization of the national Green Jobs Roadmap to improve the framework conditions for green jobs. In addition, TVET stakeholders are supported in introducing new inclusive upskilling and reskilling programmes based on labour market demand. This includes needs assessment, curriculum development and the training of TVET personnel. In selected pilot provinces, the project advises representatives of government, business and civil society on the joint development of local strategic plans and on trialling initiatives to promote employment in green jobs.
