Indonesien ist in zunehmendem Maße von der dreifachen planetarischen Krise - Umweltverschmutzung, Klimawandel und Verlust der biologischen Vielfalt - betroffen. Diese eskalierenden Herausforderungen erschweren die Bemühungen des Landes, bis 2045 der Falle des mittleren Einkommens zu entkommen. Um eine widerstandsfähige Zukunft zu sichern, muss Indonesien dringend den Übergang zu einer integrativeren und umweltfreundlicheren Wirtschaft vollziehen.

Da der Klimawandel die Ökosysteme und die Lebensgrundlagen weiter beeinträchtigt, wächst der Druck auf eine effiziente Koordinierung, eine faktengestützte Planung und politische Entscheidungen sowohl auf nationaler als auch auf Provinzebene, um diese kritischen Fragen anzugehen. Die Anpassung an die neuen Realitäten des Klimawandels ist für die langfristige wirtschaftliche und soziale Stabilität Indonesiens unerlässlich.

Die indonesische Regierung entwickelt ihre institutionellen und regulatorischen Rahmenbedingungen weiter, um den Wandel hin zu einer grünen Wirtschaft auf nationaler Ebene und in den Provinzen effektiv zu steuern.

Das Projekt konzentriert sich auf drei Hauptergebnisse:

1. Verbesserung der analytischen Fähigkeiten: Das Projekt verbessert die analytischen Fähigkeiten des Ministeriums für nationale Entwicklungsplanung und anderer relevanter Akteure für eine faktenbasierte Planung des Übergangs zu einer grünen Wirtschaft.

2. Ausrichtung der Politikformulierung: Das Projekt arbeitet an einer besseren Koordinierung der Politik für eine grüne Wirtschaft zwischen Bappenas, Fachministerien und anderen Behörden, indem es die Zusammenarbeit bei der Entwicklung von Szenarien fördert.

3. Verbesserung der Planung und Überwachung: In ausgewählten Provinzen verbessert das Projekt die Fähigkeit zur Planung und Überwachung des grünen wirtschaftlichen Wandels, indem es die Weiterentwicklung bestehender grüner Initiativen unterstützt.
 

 

Project description (EN)

Indonesia is increasingly impacted by the triple planetary crisis – pollution, climate change, and biodiversity loss. These escalating challenges complicate the country’s efforts to escape the middle-income trap by 2045. To secure a resilient future, Indonesia faces an urgent need to transition towards a more inclusive and environmentally responsible economy.

As climate change continues to disrupt ecosystems and livelihoods, there is growing pressure for efficient coordination, evidence-based planning, and policy-making both nationally and provincially to address these critical issues. Adapting to the new realities of climate change is essential for Indonesia's long-term economic and social stability.

The Government of Indonesia is advancing its institutional and regulatory frameworks to effectively guide the transformation towards a green economy nationwide and in the provinces.

The project focuses on three main outputs:
1. Ehancing analytical capabilities: The project enhances the Ministry of National Development Planning (Bappenas) and other relevant actors' analytical skills for evidence-based planning of the green economy transition. This includes improving economic models, refining data for accurate calculations, and providing training for professionals.
2. Aigning policy formulation: The project works to ensure better coordination of green economy policies between Bappenas, line ministries, and other authorities by fostering collaboration in scenario development. It emphasises early stakeholder involvement and integrates gender-sensitive policy scenarios.
3. Improving planning and monitoring: In selected provinces, the project enhances the capability to plan and monitor green economic transformation by identifying potential challenges, offering recommendations, and supporting the advancement of existing green initiatives.
