Ausgangssituation

Der eingeleitete Übergangsprozess in Niger soll alle Bürger*innen bei der Umsetzung der Entwicklungsstrategie des Landes beteiligen. Dies gestaltet sich jedoch schwierig.
Es gibt zahlreiche zivilgesellschaftliche Organisationen, die sich für nachhaltige Entwicklung und Bürgerbeteiligung einsetzen. Sie sind jedoch verteilt und ihre Mandate sind nicht ausreichend geklärt. Staatliche Strukturen und nichtstaatliche Organisationen, die den Übergangsprozess umsetzen und mitgestalten, sind personell und finanziell schlecht ausgestattet. Die vorgesehenen Mechanismen zur Bürgerbeteiligung und Mitbestimmung, wie Dialogforen oder öffentlich-private Konsultationen, sind unzureichend oder nicht funktionell und es mangelt an finanziellen Ressourcen und fachlichen Kompetenzen.

Ziel

Im Übergangsprozess Nigers ist die Bürgerbeteiligung für eine nachhaltige Entwicklung verbessert.

Vorgehensweise

Das Vorhaben will Dialoge sowie fachliche Kompetenzen verbessern, um die Bürgerbeteiligung im Übergangsprozess in Niger zu fördern. Sein Fokus liegt dabei auf einer inklusiven, gender-sensiblen Vorgehensweise. Das Vorhaben setzt hierfür an mehreren Punkten an:

- Es unterstützt formelle und informelle Gesprächsrunden und Dialogveranstaltungen.

- Es fördert die Vernetzung innerhalb der Zivilgesellschaft.

- Es setzt Trainingsmaßnahmen für staatliche und nichtstaatliche Akteure um, vor allem für Mitarbeitende zivilgesellschaftlicher Organisationen, wie Frauen- und Jugendorganisationen, nachgelagerte Behörden und technische Dienste.

Context
The transition process that has been launched in Niger aims to include all citizens in the implementation of the country’s development strategy. This is proving to be difficult, however.
There are many civil society organisations that work towards sustainable development and citizen participation. They are widely dispersed, however, and there is not sufficient clarity about their mandates. Governmental structures and non-governmental organisations that implement and help to shape the transition process are understaffed and underfinanced. The mechanisms intended to ensure citizen participation and involvement, such as dialogue forums or public-private consultations, are inadequate or non-functional, and there is a lack of financial resources and specialist expertise.

Objective
Citizen participation for sustainable development has improved in Niger’s transition process.

Approach
The project is seeking to improve dialogues and specialist expertise in order to promote citizen participation in Niger’s transition process. It is focused on an inclusive, gender-sensitive approach. To this end, the project addresses various points:
- It supports formal and informal discussions and dialogue events.
- It promotes networking within civil society.
- It implements training for governmental and non-governmental stakeholders, especially for the staff of civil society organisations, such as women’s and youth organisations, downstream agencies and technical services.

Situation initiale
Le processus de transition entamé au Niger vise à impliquer l’ensemble des citoyen·ne·s dans la mise en œuvre de la stratégie de développement du pays. Cela s’avère toutefois difficile.
Si de nombreuses organisations de la société civile s’engagent en faveur du développement durable et de la participation citoyenne, elles sont toutefois dispersées et ne disposent pas de mandats suffisamment clairs. Les structures étatiques et les organisations non gouvernementales qui mettent en œuvre et contribuent au processus de transition pâtissent d’un manque de ressources humaines et financières. Les mécanismes prévus pour la participation et la cogestion citoyennes, tels que les forums de dialogue ou les consultations public-privé, sont insuffisants ou non fonctionnels et présentent des lacunes en termes de moyens financiers et de compétences techniques.

Objectif
Dans le cadre du processus de transition du Niger, la participation citoyenne est améliorée en vue d’un développement durable.

Approche
Le projet vise à améliorer les formats de dialogue ainsi que les compétences techniques afin de promouvoir la participation citoyenne dans le processus de transition au Niger. Il se concentre sur une approche inclusive et sensible au genre. Le projet intervient à plusieurs niveaux :
- Il soutient des tables rondes et des manifestations de dialogue formelles et informelles.
- Il promeut la mise en réseau au sein de la société civile.
- Il met en œuvre des formations destinées aux acteurs étatiques et non étatiques, notamment au personnel des organisations de la société civile, telles que les organisations de femmes et de jeunes, les administrations en aval et les services techniques.
