Ausgangssituation
Die Regierung Benins hat die Digitalisierung als einen wichtigen Hebel zur Beschleunigung des Wirtschaftswachstums identifiziert. Aus diesem Grund hat sie zahlreiche Reformen eingeleitet, um die Digitalbranche zu strukturieren und „Benin zur digitalen Plattform Westafrikas zu machen". Die Regierung hat bereits erfolgreich die digitale Infrastruktur verbessert, kompetente Institutionen aufgebaut und angemessene Regulierungsinstrumente geschaffen.
Dennoch bleibt es eine Herausforderung, den digitalen Wandel von öffentlicher Verwaltung und Privatwirtschaft erfolgreich zu gestalten
Ziel
Die beninische Regierung nutzt erfolgreich das Innovationspotenzial der lokalen Privatwirtschaft für die Digitalisierung ihrer Verwaltungsdienstleistungen
Vorgehensweise
Das Vorhaben agiert als Teil des Gesamtkonzeptes „Digitalzentrum Benin". Es arbeitet in den Ministerien daran, die Fähigkeiten der mit der Digitalisierung betrauten Mitarbeiter*innen zu verbessern, damit diese eine innovative Digitalisierung in Zusammenarbeit mit privaten Akteuren umsetzen können.
Zudem baut es eine speziell auf die lokale Privatwirtschaft ausgerichtete Projektpipeline auf, um das Geschäftspotenzial auf diesem Gebiet sichtbar zu machen. Die Entwicklung eines methodischen Leitfadens erhöht das Verständnis für administrative Abläufe und die technischen Standards zur Digitalisierung.
Für Institutionen erstellt das Vorhaben Angebote der Ko-Kreation, mit denen gemeinschaftlich Innovationen entwickelt werden, die sich für den digitalen Wandel der öffentlichen Verwaltung nutzen lassen.
Das Vorhaben befähigt ausgewählte digitale Unternehmen des Privatsektors, effektiv zu digitalen Transformationsprozessen in der öffentlichen Verwaltung beizutragen und inklusive, nutzerorientierte Dienstleistungen zu entwickeln. 

Context
The Beninese Government has identified digitalisation as an important lever for accelerating economic growth. With that in mind, the Government has introduced a number of reforms aimed at structuring the digital sector and ‘making Benin the digital platform of West Africa’. Steps already taken include the improvement of digital infrastructure, establishing specialised institutions and creating appropriate regulatory instruments.
Nonetheless, shaping the digital transformation of the public administration and private economy successfully remains a challenge.

Ojective
The Beninese Government is successfully leveraging the innovative potential of the local private sector for the digitalisation of its public services.

Approach
The project is part of the concept ‘Digital Transformation Center Benin’. Work is underway in the ministries to improve the skills of those employees working on digitalisation so that they can implement innovative approaches for digital transformation in cooperation with stakeholders of the private sector.
Additionally, the project is setting up a project pipeline specifically geared towards the local private sector to increase the visibility of business potential in this segment. Drawing up methodological guidelines increases the understanding of administrative processes and the technical standards required for digitalisation.
The project elaborates co-creation proposals for institutions to enable the collaborative development of innovations for use in the digital transformation of the public administration.
The project enables selected digital companies in the private sector to make an effective contribution to processes focusing on digital transformation within public administration and to develop inclusive, user-orientated services. 

Situation de départ
Le gouvernement béninois a identifié la digitalisation comme un levier d’action important pour accélérer la croissance économique. Pour cette raison, il a engagé de nombreuses réformes afin de structurer le secteur du numérique et de « faire du Bénin la plateforme numérique de l’Afrique de l’Ouest ». Ainsi, le gouvernement a d’ores et déjà réussi à améliorer l’infrastructure numérique, à développer des institutions compétentes et à créer des outils réglementaires adaptés.
Toutefois, mener à bien la transformation numérique dans l’administration publique et le secteur privé demeure un défi important

Objectif
Le gouvernement béninois tire profit du potentiel d’innovation du secteur privé local pour la digitalisation de ses services administratifs.

Approche
Le projet fait partie intégrante du concept global « Centre de Transformation Digitale du Bénin ». Il œuvre au sein des ministères à l’amélioration des compétences des collaborateurs·rice·s en charge de la digitalisation, afin qu’ils·elles puissent mettre en place des approches novatrices de digitalisation en coopération avec les acteurs privés locaux.
En outre, il établit un pipeline de projets spécifiquement axé sur le secteur privé local afin de mettre en évidence le potentiel d’activité dans ce domaine. L’élaboration d’un guide méthodologique permettra d’améliorer la compréhension des procédures administratives et des normes techniques de digitalisation.
Le projet met en place auprès des institutions des offres de co-création qui permettent de développer conjointement des innovations applicables dans le cadre de la transformation numérique de l’administration publique.
Enfin, le projet permet à une sélection d’entreprises numériques du secteur privé de contribuer efficacement aux processus de transformation numérique dans l’administration publique et de développer des services inclusifs axés sur les citoyen·ne·s.
