AUSGANGSSITUATION
Die hohe Arbeitslosigkeit ist eine große Herausforderung für die Region Mittlerer Osten und Nordafrika (Middle East and Northern Africa, MENA region). Im Jahr 2022 betrug die Arbeitslosenquote 9,6 Prozent und die Jugendarbeitslosigkeit lag bei 25 Prozent. 2021 betrug der Anteil von jungen Menschen, die keiner Beschäftigung nachgehen und sich in keiner berufliche Aus- oder Weiterbildung befinden, 29 Prozent.
Gleichzeitig gab es im Jahr 2022 in Nordafrika mit einem Volumen von lediglich 15 Milliarden US-Dollar, von denen 11,4 Milliarden nach Ägypten gingen, nur sehr wenig Investitionen aus dem Ausland.

Nur drei Prozent des Handels in der Region findet zwischen Ländern aus dem südlichen Mittelmeerraum statt. Das geringe Handelsvolumen zwischen afrikanischen Staaten behindert die Integration von MENA-Ländern in regionale und weltweite Wertschöpfungsketten.
Die Union für den Mittelmeerraum (UfM) spielt in der Region eine entscheidende Rolle für Austausch und Zusammenarbeit zwischen den 43 Mitgliedstaaten. Durch die vielseitigen Mitgliedsstaaten ist sie eine wichtige Plattform für Dialog und Wissensaustausch zwischen politischen Entscheidungsträger*innen, Privatwirtschaft und Zivilgesellschaft.

ZIEL
Durch die Union für den Mittelmeerraum ist die Zusammenarbeit in den Bereichen Beschäftigung, Handel, und Investitionen zwischen den Ländern in der Region verbessert.

VORGEHENSWEISE
In Zusammenarbeit mit zahlreichen nationalen und regionalen Handlungsträgern stärkt das Vorhaben die Leistungsfähigkeit der UfM im Hinblick auf Beschäftigung, Handel und Investitionen. Bei einem Großteil der innovativen Unterstützungsmaßnahmen geht es um Initiativen mit Genderschwerpunkt (insbesondere die Beschäftigung von Frauen sowie Frauen in der Wirtschaft), digitale Lösungen und Unterstützung für die African Continental Free Trade Area (AfCFTA).
Zusätzlich zielt das Vorhaben darauf ab, die technischen Ressourcen des Sekretariats der UfM zu verbessern, zum Beispiel durch Trainingsangebote für die Mitarbeiter*innen des Sekretariats. Ferner unterstützt es die Entwicklungszusammenarbeit von Europäischer Union (EU) und den EU-Mitgliedsstaaten im Rahmen der Team Europe Initiative „Jobs through Trade and Investment in the Southern Neighbourhood".

CONTEXT
High unemployment is a major challenge for the Middle East and Northern Africa (MENA) region . In 2022, the region had a 9.6 per cent unemployment rate. Youth unemployment was 25 per cent and the rate of youth not in employment, education or training was 29 per cent in 2021.

At the same time, Foreign Direct Investment (FDI) in North Africa is very low, worth only 15 billion US-Dollars in 2022, of which Egypt alone absorbed 11.4 billion US-Dollars.

Only 3 per cent of trade in the Mediterranean occurs between the Southern Mediterranean countries. Low intra-African trade limits MENA countries’ integration into regional and global value chains.
The Union for the Mediterranean (UfM) is pivotal for regional exchange and cooperation between its 43 Member States. Its diverse membership makes the UfM the prime platform for dialogue and knowledge-sharing among policymakers, private sector and civil society

OBJECTIVE
Regional cooperation in the areas of employment, trade and investment is improved within the framework of the Union for the Mediterranean.

APPROACH
In cooperation with numerous national and regional stakeholders, the project strengthens the capacities of the UfM in the areas of employment, trade and investment. Many of the support measures are dedicated to gender-focused initiatives (in particular women employment and women in trade), digital solutions as well as support for the African Continental Free Trade Area (AfCFTA).

Additionally, the project offers trainings to the UfM Secretariat and its staff. It also supports the coordination of the development cooperation by the European Union (EU) and EU Member States under the Team Europe Initiative ‘Jobs through Trade and Investment in the Southern Neighbourhood’.
