Ausgangssituation:
Zivilgesellschaftliche Organisationen (ZGOs) sind zentral, um die Agenda 2030 der Vereinten Nationen umzusetzen und eine bürgerorientierte Gesellschaft zu fördern. In der Östlichen Partnerschaft (ÖP), die sechs Länder in Osteuropa und im Südkaukasus umfasst, mangelt es ZGOs jedoch oft an finanziellen sowie personellen Ressourcen. Zudem haben sie Schwierigkeiten, die Interessen ihrer Zielgruppen zu vertreten, speziell auf dem Land. Überdies fehlen institutionelle Kompetenzen sowie Dialog- und Vernetzungsmöglichkeiten.
Besonders die Teilhabe junger Menschen ist wesentlich für demokratische Gesellschaften. In den Ländern der ÖP fehlt es aber oft an Bemühungen, sie in die Politikgestaltung einzubeziehen. Das Programm „EU4Youth: Engagement und Befähigung von Jugendlichen" der Europäischen Union legt daher den Schwerpunkt darauf, junge Menschen in der ÖP zu berücksichtigen und unterstützt dabei, Fähigkeiten und die Zusammenarbeit der Länder aufzubauen.

Ziel:
ZGOs treiben eine inklusive lokale Entwicklung voran. Die Jugend in den Ländern der ÖP hat mehr Einfluss auf die Politikgestaltung, wobei ZGOs und staatliche Jugendverantwortliche den Dialog national und regional verstärken.

Vorgehensweise:
Das Vorhaben unterstützt lokale ZGOs in drei Bereichen: institutionelle Kompetenzen aufbauen, vernetzen sowie Projekte umsetzen und regional zusammenarbeiten. Dafür bietet es Schulungen an, verknüpft ZGOs bei Veranstaltungen und setzt Pilotprojekte um.
Über „EU4Youth" fördert das Vorhaben – kofinanziert durch die Europäische Kommission – die Jugendbeteiligung in der ÖP. Es baut dafür den Dialog zwischen Jugendorganisationen und Institutionen der Jugendarbeit in den Ländern der ÖP aus.
 

Context:
Civil society organisations (CSOs) are pivotal in implementing the United Nations’ 2030 Agenda and fostering a citizen-oriented society. However, in the Eastern Partnership (EaP), which comprises six countries in Eastern Europe and the South Caucasus, CSOs often lack financial and human resources. They also have difficulties representing the interests of their target groups, especially in rural areas. In addition, there is a lack of institutional expertise and opportunities for dialogue and networking.
The participation of young people in particular is essential for democratic societies. In the countries of the EaP, however, there is often a lack of effort to involve them in policy-making. The European Union's ‘EU4Youth: Youth Engagement and Empowerment’ programme therefore focuses on the participation of young people in the EaP and supports with capacity building and reinforcing cooperation between countries.

Objective:
CSOs drive inclusive local development. Young people in EaP countries have more influence on policy-making, with CSOs and state youth leaders enhancing dialogue at national and local level.

Approach:
The project supports local CSOs in three areas: building institutional skills, networking, and implementing projects and regional cooperation. To this end, it offers training courses, links CSOs at events and implements pilot projects.
Through ‘EU4Youth’, the project – which is co-financed by the European Commission – promotes youth participation in the EaP. To do so, it is expanding the dialogue between youth organisations and youth work institutions in the countries of the EaP.
