Project description (DE)

In Bangladesch mangelt es an Fach- und Arbeitskräften. Dies ist auf fehlenden Zugang zur Berufsbildung und mangelnder Qualität der Angebote zurückzuführen. Geschlechterungleichheit verschärft das Missverhältnis zwischen Angebot und Nachfrage an Fach- und Arbeitskräften und hindert Frauen an der Teilhabe am Erwerbsleben. Frauen haben mit strukturellen Hindernissen zu kämpfen: Geschlechterstereotype, begrenzte Netzwerke, Benachteiligung am Arbeitsplatz, Belastungen aufgrund der Pflege von Angehörigen und restriktive gesellschaftliche Normen behindern ihre Teilhabe an Bildung und Beschäftigung. Durch fehlende Gleichstellungsmaßnahmen in Ausbildungsinstitutionen werden diese Herausforderungen noch verschärft. Um den wirtschaftlichen und sozialen Fortschritt des Landes zu fördern ist es jedoch unabdingbar, dass Frauen vermehrt in Weiterqualifizierungs- und Beschäftigungsmaßnahmen eingebunden werden.
Das Ziel des Vorhabens: Ausgewählte Elemente des Berufsbildungssystems in Bangladesch sind stärker auf die Bedarfe von jungen, benachteiligten Frauen ausgerichtet.
Das Projekt baut Kompetenzen für Berufsbildungsanbieter auf, damit sie arbeitsmarktorientierte Schulungen unter Berücksichtigung von Gleichstellung anbieten können. Gendertransformative Ansätze sollen systematisch in die Berufsbildung eingebunden werden. Die Maßnahmen umfassen:
• Geschlechtsspezifische Schulungsrahmen: inklusive und transformative Strategien, innovative Ansätze und praktische Weiterbildungsleitlinien entwickeln.
• Sensibilisierung: Bewusstsein für Geschlechtergerechtigkeit zu schaffen, die Änderung von Stereotypen anregen und die Gleichstellung von Frauen in Bildung und Arbeitsmarkt zu fördern.
• Kooperationen: Zusammenarbeit mit ausgewählten Weiterbildungs- und Schulungseinrichtungen in Dhaka sowie mit Fachministerien, Vertreter*innen der Privatwirtschaft, Nichtregierungsorganisationen und internationalen Partnern.

Bangladesh has a shortage of skilled workers. This is due to a lack of access to vocational education and training as well as a lack of quality of skills development. The mismatch between supply and demand for skilled labor is exacerbated by gender inequality and hinders women from participating in the workforce. Women face structural obstacles: gender stereotypes, limited networks, occupational inequality, caregiving burdens and restrictive social norms prevent them from participating in education and employment. These challenges are worsened by the lack of gender equality measures in educational institutions. To promote the country's economic and social progress, it is essential that women are increasingly involved in further training and employment measures.

Selected elements of the skill development system in Bangladesh are geared more towards the needs of young, disadvantaged women.
The project builds capacities of skills training providers to offer labor market-oriented training that takes gender equality into account. Vocational training programs must systematically integrate gender-transformative approaches. The measures include:
• Gender-specific training frameworks: develop inclusive and transformative strategies, innovative approaches and practical training guidelines.
• Sensitization: raise awareness of gender equality, encourage the change of stereotypes and promote equality for women in education and the labour market.
• Cooperation: cooperate with selected education and training institutions in Dhaka as well as with line ministries, representatives of the private sector, non-governmental organizations and international partners.
