Ausgangssituation
In Ruanda entstehen jährlich rund 1,5 Millionen Tonnen feste Abfälle, wovon rund drei Viertel Bioabfälle sind. Landesweit haben nur wenige Haushalte Zugang zu Abfallsammeldiensten, Prinzipien der Kreislaufwirtschaft werden nur punktuell angewandt. Zudem werden weniger als vier Prozent der Abfälle wiederverwertet.
Die unzureichend entwickelte Abfall- und Kreislaufwirtschaft geht mit erheblichen Risiken für die Gesundheit der Bevölkerung und die Umwelt einher. Die Regierung Ruandas hat diese Situation als Entwicklungshindernis identifiziert.

Ziel
Bessere institutionelle und finanzielle Rahmenbedingungen fördern inklusive, klimasensible Ansätze der Kreislaufwirtschaft im Abfallbereich.

Vorgehensweise
Das Vorhaben berät das ruandische Umweltministerium dazu, Ansätze der Kreislaufwirtschaft im Abfallbereich gemeinsam mit der Wirtschaft umzusetzen. Dazu etabliert es ein regelmäßiges Dialogformat mit der Wirtschaft und unterstützt Instrumente zur Umsetzung von Politiken, Strategien und Plänen.
Das Projekt erweitert auch den Zugang privater Unternehmen zu finanzierungsfähigen Geschäftsmodellen der inklusiven klimasensiblen Kreislaufwirtschaft im Abfallbereich. Eine neue Finanzierungseinrichtung und ein Aufruf für Geschäftsideen fördern neue Geschäftsmodelle konzeptionell und finanziell.
Darüber hinaus pilotiert das Projekt nationale Strategien und Pläne zu Kreislaufwirtschaft im Abfallbereich in einer ausgewählten Satellitenstadt. Mit der zuständigen Verwaltungseinheit der Sattelitenstadt sowie Vertreter*innen der Privatwirtschaft entwickelt das Vorhaben einen Aktionsplan zur Umsetzung der nationalen Richtlinien für einen spezifischen Abfallstrom. Erfahrungen aus diesem Pilotversuch unterstützen Ruandas Planung für nationale Strategien und Pläne in der Abfall- und Kreislaufwirtschaft.

Context
Rwanda produces around 1.5 million tonnes of solid waste per year, of which roughly three quarters is biodegradable waste. Few households across the country have access to waste collection services, and circular economy principles are being applied only sporadically. Also, less than four per cent of waste is recycled.
The insufficiently developed waste and circular economy is associated with significant risks to public health and the environment. The situation has been identified by the Rwandan government as an obstacle to development.

Objective
Improved institutional and financial conditions promote inclusive, climate-sensitive approaches to the circular economy in the waste sector.

Approach
The project advises the Rwandan Ministry of the Environment on implementing circular economy approaches in the waste sector together with the private sector. Objectives in this area also include establishing a regular dialogue format with the business community and supporting instruments to implement policies, strategies and plans.
Another project focus is on broadening private business access to business models eligible for financing in an inclusive, climate-sensitive circular economy. A new funding facility and a call for business ideas are promoting concepts and financing for new business models.
The project is also piloting national strategies and plans on the circular economy in the waste sector in a selected satellite town. Together with the responsible administrative authority of the satellite town and representatives of the private sector, the project is working to develop an action plan for implementing national guidelines for a specific waste stream. Experience gained from this pilot will support Rwanda's planning for national strategies and a waste and circular economy.
