Ausgangssituation
Besonders Kleinstunternehmen in Ghana, die nicht staatlich erfasst sind, haben bisher unzureichend von der Digitalisierung profitiert. Statt als Hebel zu dienen, um die Beschäftigungs- und Einkommenssituation zu verbessern, verschärft der digitale Wandel aktuell Ungleichheiten. So haben nicht erfasste Kleinstunternehmern – im Vergleich zu größeren, technikaffinen Firmen – zum Beispiel schwereren Zugang zu Märkten, Kund*innen, Banken und Krediten.
Ziel
Unternehmen, besonders informelle Kleinstunternehmen, nutzen den digitalen Wandel, um ihre wirtschaftliche Situation zu verbessern.
Herangehensweise
Das Vorhaben arbeitet in drei Bereichen:
Es baut die Kompetenzen von öffentlichen Handlungsträger*innen aus und fördert die Zusammenarbeit von nationalen und regionalen Behörden. Dabei vermittelt das Vorhaben mit zivilgesellschaftlichen Vereinigungen und Innovationszentren digitale Kompetenzen und berät zu digitalen Lösungen, welche die Geschäftsentwicklung fördern. Zudem trägt es dazu bei, dass regionale und lokale Verantwortliche eingebunden werden, um besser innerhalb des digitalen Ökosystems zu kooperieren.
Das Vorhaben fördert Kleinstunternehmen, indem es den Zugang zu Apps und digitalen Plattformen verbessert. Dazu unterstützt es auch Anbieter von digitalen Lösungen dabei, Weiterbildungen und Apps für Kleinstunternehmen zu entwickeln sowie weiterzuentwickeln.
Ferner baut das Vorhaben die digitale Geschäftsfähigkeit durch Beratung- und Betreuungsprogramme aus, damit frauengeführte Kleinstunternehmen digitale Lösungen anwenden können.

Context
In Ghana, micro-enterprises that are not registered with the government have yet to benefit sufficiently from digitalisation. Instead of serving as a lever to improve job opportunities and earnings, digital transformation is currently exacerbating inequalities. Compared to larger, tech-savvy companies, unregistered micro-enterprises often face more difficulties accessing markets, customers, banks and loans.
Objective
Companies, especially informal micro-enterprises, are using digitalisation to improve their economic situation.
Approach
The project operates in three areas:
It enhances the competencies of public stakeholders and promotes cooperation between national and regional authorities. This includes working with civil society organisations and innovation centres to impart digital skills as well as advising on digital solutions that support business development. It also helps to involve regional and local decision-makers with the aim of improving cooperation within the digital ecosystem.
The project supports micro-enterprises by improving access to apps and digital platforms. It also assists providers of digital solutions with creating and developing training programmes and apps for micro-enterprises.
Through advice and support programmes, the project also improves digital business skills so that women-led micro-enterprises can apply digital solutions.
