Ausgangssituation:
Kolumbien gestaltet die Voraussetzungen, um von der linearen Abfallwirtschaft zur Kreislaufwirtschaft überzugehen. Eine Kreislaufwirtschaft fördert neue Geschäftsmodelle, schafft grüne Arbeitsplätze, lässt Ressourcen effizienter nutzen und verringert den Ausstoß von Treibhausgasen. Das Land muss daher Politiken und Strategien der Kreislaufwirtschaft national voranbringen und die Umsetzung lokal sicherstellen. Dafür muss es mit der Industrie, dem produzierenden Gewerbe und Dienstleister*innen kooperieren.

Ziel:
Die technischen und institutionellen Fähigkeiten staatlicher und privatwirtschaftlicher Verantwortlicher sind verbessert, sodass Kolumbien eine lokale und nationale Kreislaufwirtschaft wirksam umsetzen kann.

Vorgehensweise:
Das Projekt verfolgt drei Ansätze:
1. Es arbeitet mit der nationalen Regierung an Strategien und politischen Instrumenten, um die Kreislaufwirtschaft voranzutreiben und grüne Arbeitsplätze zu schaffen.

2. Es unterstützt die lokalen Verwaltungen in Bogotá, Cali, Cartagena und Cúcuta dabei, die Kreislaufwirtschaft und grüne Beschäftigung in ihre Planung und Steuerung zu integrieren. Außerdem baut es öffentlich-private Partnerschaften aus, um Geschäftsmodelle der Kreislaufwirtschaft in den vier Städten umzusetzen.

3. Es fördert Maßnahmen zur Ausbildung und Qualifizierung. Das Projekt unterstützt Universitäten und Berufsbildungszentren bei der Entwicklung von und der Integration grüner Inhalte in Ausbildungsgänge. Die Absolvent*innen nutzen diese Kenntnisse in ihrer beruflichen Tätigkeit.
Außerdem fördert es, unter anderem durch den Austausch zwischen Kommunen, bewährte Verfahren der Kreislaufwirtschaft zu verbreiten und in anderen Regionen des Landes anzuwenden.
 

Colombia is creating the conditions to transition from a linear waste management system to a circular economy. A circular economy promotes new business models, creates green jobs, allows resources to be used more efficiently and reduces greenhouse gas emissions. The country must therefore promote circular economy policies and strategies nationally and ensure that they are implemented locally. To this end, it must cooperate with industry, the manufacturing sector and service providers.

The technical and institutional capacities of government and private-sector actors have been improved, enabling Colombia to implement a local and national circular economy effectively.

The project pursues three approaches:
1. It works with the national government on strategies and policy instruments to promote the circular economy and create green jobs.
2. It supports local administrations in Bogotá, Cali, Cartagena and Cúcuta in integrating the circular economy and green employment into their planning and governance. It is also developing public-private partnerships to implement circular economy business models in the four cities.
3. It promotes training and qualification measures. The project supports universities and vocational training centres in developing and integrating green content into training courses. Graduates use this knowledge in their professional activities.
It also promotes the dissemination of circular economy best practices and their application in other regions of the country, including through exchanges between municipalities.
 

Colombia está creando las condiciones para pasar de un sistema lineal de gestión de residuos a una economía circular. Una economía circular promueve nuevos modelos de negocio, crea empleos verdes, permite utilizar los recursos de forma más eficiente y reduce las emisiones de gases de efecto invernadero. Por lo tanto, el país debe promover políticas y estrategias de economía circular a nivel nacional y garantizar su aplicación a nivel local. Para lograrlo, debe cooperar con la industria, el sector manufacturero y los proveedores de servicios.

Objetivo:
Las capacidades técnicas e institucionales de los actores estatales y privados han mejorado, de forma que Colombia puede implementar de forma eficaz una economía circular a escala local y nacional.

Cómo lo logramos:
El proyecto persigue tres enfoques:
1. Trabaja con el gobierno nacional en estrategias e instrumentos políticos para promover la economía circular y crear empleos verdes.
2. Apoya a las administraciones locales de Bogotá, Cali, Cartagena y Cúcuta en la integración de la economía circular y el empleo verde en su planificación y gestión. También desarrolla alianzas público-privadas para implementar modelos de negocio de economía circular en las cuatro ciudades.
3. Promueve medidas de formación y cualificación. El proyecto ayuda a universidades y centros de formación profesional a desarrollar e integrar contenidos ecológicos en los cursos de formación. Los titulados utilizan estos conocimientos en sus actividades profesionales.
También promueve la difusión de las mejores prácticas de economía circular y su aplicación en otras regiones del país, incluso mediante intercambios entre municipios.
