Ausgangssituation
Die Bevölkerung Sambias hat nur begrenzt Zugang zu einer Sanitär-, Hygiene- und Trinkwasserversorgung (WASH). Denn nationale Institutionen im sambischen Wasser- und Sanitärmanagement, wie das Ministerium für Wasserentwicklung und Sanitärversorgung, sowie die kommunalen Versorgungsunternehmen und lokalen Behörden verfügen nicht über ausreichende fachliche, organisatorische und finanzielle Kapazitäten.

Ziel
Nationale Institutionen, kommunale Versorgungsunternehmen und lokale Behörden setzen nationale Vorgaben zur Verbesserung der städtischen und ländlichen Wasser- und Sanitärversorgung koordiniert um.

Vorgehensweise
Das Vorhaben agiert in den folgenden Handlungsfeldern:
• Es entwickelt fachliche, organisatorische und finanzielle Kapazitäten der nationalen und lokalen Partnerinstitutionen. Hierzu zählen Ministerien und Regulierungsbehörden sowie kommunale Versorgungsunternehmen und Behörden auf Distrikt- und Provinzebene in den Provinzen Luapula, Eastern, Copperbelt, Southern, Central, Muchinga und Northern.
• Es verbessert die digitalen Grundlagen für eine umwelt- und klimagerechte Planung neuer Wasser- und Sanitärversorgungssysteme. Beispielsweise führt es ein integriertes Managementinformationssystem, Softwarelösungen für Prozesse und Abläufe der Versorgungsunternehmen und Unterstützungsmaßnahmen des Industrieabwassermanagements in der Hauptstadt Lusaka ein.
• Es entwickelt ein ganzheitliches, gendergerechtes Versorgungskonzept in der ländlichen Wasser- und Sanitärversorgung und setzt neue Ansätze der Gendertransformation im Ministerium für Wasserentwicklung und Sanitärversorgung um.
Hauptpartner des Vorhabens ist das sambische Ministerium für Wasserentwicklung und Sanitärversorgung (MWDS). Die Europäische Union (EU) und das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) finanzieren das Vorhaben.

Context
The population of Zambia only has limited access to safe drinking water, sanitation and hygiene (WASH). This is because national institutions for water and sanitation management in Zambia, such as the Ministry of Water Development and Sanitation and the municipal utilities and local authorities, have insufficient technical, organisational and financial capacities.

Objective
National institutions, municipal utilities and local authorities coordinate to implement national guidelines for improving the urban and rural water supply and sanitation.

Approach
The project operates in the following fields of activity:
• It is developing the technical, organisational and financial capacities of national and local partner institutions. These include ministries, regulatory authorities and municipal utility companies and authorities at district and provincial level in the provinces of Luapula, Lusaka, Eastern, Copperbelt, Southern, Central, Muchinga and Northern
• It is improving the digital basis for green, climate-friendly planning of new water and sanitation supply systems. For example, it is implementing an integrated management information system, software solutions for processes and procedures at utility companies and support measures for industrial wastewater management in the capital city of Lusaka.
• It is developing a holistic, gender-equitable supply concept for the rural water supply and sanitation and is implementing new approaches to gender transformation in the Ministry of Water Development and Sanitation.
The main project partner is the Zambian Ministry of Water Development and Sanitation (MWDS). The European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) are funding the project.
