Ausgangssituation
Die gesellschaftliche und politische Situation in Peru ist durch soziale Ungleichheit und Unzufriedenheit sowie politische Spannungen gekennzeichnet. Der Zugang zu öffentlichen Dienstleistungen ist nach wie vor eingeschränkt. Dies betrifft vor allem die Bevölkerung in abgelegenen Regionen und Gruppen am Rand der Gesellschaft, bei denen die Armut am größten ist. Sieben von zehn Peruaner*innen sind arm oder gehören zur schutzbedürftigen Bevölkerung.
Viele Peruaner*innen zeigen sich unzufrieden, wie der Staat Leistungen erbringt und fordern einen besseren Zugang zu grundlegenden Dienstleistungen wie Gesundheit und Bildung. Güter, Dienstleistungen und Verfahren des Staats, vor allem die der subnationalen Regierungen, sind nicht effektiv genug. Dies bestätigt die Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (Organisation for Economic Cooperation and Development, OECD).
Die stark zentralisierte Regierung und Verwaltung sowie die institutionelle Schwäche der regionalen und kommunalen Verwaltung führen zu einer wenig transparenten, effizienten und bürgernahen Verwaltung in den Regionen.
Ziel
Wie von der OECD empfohlen, haben die subnationalen Regierungen die institutionellen Bedingungen für öffentliche Dienstleistungen verbessert, sodass diese für die Bevölkerung zugänglich sind.
Vorgehensweise
Das Projekt berät das Amt des Ministerrats (Presidencia del Consejo de Ministros, PCM) zu folgenden Themen:
Entwicklung fördern und Instrumente für eine qualitativ bessere Regulierung durch die regionalen und kommunalen Verwaltungen anwenden
technische Formate für nationale und subnationale Regierungen entwickeln, die die Qualität der öffentlichen Dienstleistungen verbessern und an die Bedarfe der subnationalen Verwaltungen angepasst sind
subnationale Regierungen zur Bürger*innenbeteiligung beraten und so Dienstleistungen qualitativ verbessern
Das Projekt bezieht den Gender-Ansatz ein, der Benachteiligung von Geschlechtern verhindern soll, und berücksichtigt Interkulturalität gemäß den OECD-Empfehlungen.

Context
The country’s social and political situation is marked by social inequality and discontent, as well as by political tensions. Access to public services remains limited, in particular for the population living in remote areas and for marginalised groups, among whom the poverty rate is the highest. Seven out of 10 Peruvians are poor or are among the vulnerable population.
Many Peruvians are dissatisfied with the delivery of public services and demand better access to basic services, such as health care and education. Delivery of public goods, services and Government processes, especially by sub-national governments, are not effective enough. This observation is confirmed by the Organisation for Economic Co-operation and Development (OECD).
The highly centralised Government and administration, alongside the institutional weakness of regional and municipal administration, result in less transparent, efficient and citizen-oriented regional administration.
Objective
As recommended by the OECD, the sub-national governments have improved institutional conditions for public services so that they are accessible to the population.
Approach
The project advises the Presidency of the Council of Ministers (Presidencia del Consejo de Ministros, PCM) on the following topics:
Promoting the development and application of instruments for better regulatory quality at regional and municipal level
Developing technical formats for national and sub-national governments that improve the quality of public services and are adapted to the needs of sub-national administrations
Advising sub-national governments on citizen participation and thus improving the quality of services
The project incorporates an approach that aims to prevent gender discrimination and takes interculturality into account in accordance with OECD recommendations.

Situación de partida
La situación del Perú se caracteriza por la desigualdad social, así como por las tensiones políticas. El acceso a los servicios públicos sigue siendo limitado, especialmente para la población de las regiones remotas y los grupos marginados, donde los índices de pobreza son más elevados. En el Perú, seis de cada diez personas son pobres o forman parte de la población vulnerable.
La población demanda una mejora en la forma en la que el Estado presta sus servicios públicos y exige un mejor acceso a servicios básicos como la sanidad y la educación. La eficacia de la provisión de bienes, servicios y procedimientos por parte del Estado, especialmente de los Gobiernos subnacionales, es insuficiente. Así lo confirma la OCDE.
La excesiva centralización del sistema gubernamental y administrativo y la debilidad institucional de los Gobiernos regionales y locales conducen a una administración poco transparente y que no es eficaz ni está orientada a la ciudadanía en las regiones.
Objetivo
Siguiendo las recomendaciones de la OCDE, la PCM y los gobiernos subnacionales han mejorado las condiciones institucionales para una prestación de servicios públicos más accesible para la ciudadanía.
Procedimiento
El proyecto asesora a la Presidencia del Consejo de Ministros (PCM) sobre los siguientes temas:
Apoyo a la adecuación e implementación de los instrumentos para mejorar la calidad regulatoria en gobiernos regionales y locales seleccionados (i.e trámites estandarizados o análisis de calidad regulatoria).
Desarrollo e implementación de instrumentos adecuados al nivel subnacional para mejorar la calidad de los servicios públicos.
Asesoramiento a los gobiernos subnacionales en materia de participación ciudadana para contribuir a la mejora de la calidad de los servicios.
El proyecto incorpora el enfoque de género, para reconocer y atender las necesidades diferenciadas de varones y mujeres, y tiene en cuenta la interculturalidad, en consonancia con las recomendaciones de la OCDE.
