Ausgangssituation
Die ägyptische Regierung sieht besonders in der Digitalisierung eine geeignete Strategie, um Verwaltungsprozesse zu beschleunigen und öffentliche Dienstleistungen besser zu erbringen. Hierdurch kann sie Personal künftig anderweitig einsetzen, was die Effizienz im öffentlichen Bereich steigert.
Jedoch fehlen den öffentlichen Vertreter*innen Fachwissen und Beispiele, wie Menschenrechte und Regulierungen bei der Digitalisierung umgesetzt werden können. Auch die Bürger*innen sind unzureichend im digitalen Wandel aktiv. Ihnen fehlen Schulungen zu Datenschutz und digitaler Inklusion.
Ziel
Die ägyptische Regierung erbringt digitale und bürgerzentrierte Dienstleistungen. Die Bevölkerung wird beim digitalen Wandel einbezogen.
Vorgehensweise
Das Projekt fördert Innovation, um die öffentliche Verwaltung zu digitalisieren. Es berät die ägyptische Regierung und unterstützt Bürger*innen dabei, digitale Kompetenzen aufzubauen. Das Projekt arbeitet dazu in folgenden Bereichen:
- Es baut Wissen staatlicher und nichtstaatlicher Vertreter*innen durch Schulungen zur Digitalisierung aus.
- Außerdem vernetzt es Verantwortliche im digitalen Bereich, um öffentliche Dienstleistungen zu verbessern. Dafür entwickelt es Innovationszentren.
- Das Projekt berät die Regierung zu Strategien und Koordination für eine gerechte digitale Transformation.
- Gleichzeitig arbeitet es mit zivilgesellschaftlichen Organisationen, die die digitalen Fähigkeiten von benachteiligten Bevölkerungsgruppen durch Schulungen ausbauen.
Project description (EN)
Context
The Egyptian Government sees digitalisation as a particularly good strategy for speeding up administrative procedures and improving public services. Personnel can then be redeployed in the future, thereby increasing public sector efficiency.
However, public sector representatives lack expertise and examples of how human rights and regulations can be implemented in the digitalisation process. Citizens are also insufficiently active in the digital transformation and lack training in data protection and digital inclusion.
Objective
The Egyptian Government provides digital and citizen-centred services. The population is included in the digital transformation.
Approach
The project is promoting innovation to digitalise public administration. It advises the Egyptian Government and helps citizens develop digital skills. The project is working in the following areas:
- Expanding the knowledge of state and non-state representatives by providing training in digitalisation;
- Networking the persons responsible in the digital sector to improve public services. To do this, the project is developing innovation centres;
- Advising the Government on strategies and coordination for a fair digital transformation;
- Working with civil society organisations who train disadvantaged population groups in digital skills.
