Ausgangsituation
Die Sahel-Staaten Burkina Faso, Mali, Mauretanien, Niger und Tschad bilden eine Region mit großem Potenzial, stehen aber auch vor komplexen Herausforderungen: Steigende Gewalt, mangelnde Perspektiven, spürbare Auswirkungen des Klimawandels und schwache staatliche Institutionen hemmen ihre Entwicklung. Seit 2017 unterstützt die Sahel-Allianz die Region, um diese Herausforderungen anzugehen und nachhaltige Entwicklung zu fördern. In dem internationalen Bündnis koordinieren Geberländer ihre Entwicklungszusammenarbeit in der Region.

Ziel
Deutschland und andere Mitglieder nutzen die Sahel-Allianz, um sich gemeinsam abzustimmen und ihre Entwicklungsbeiträge in der Region auszugestalten.

Vorgehensweise
Das Vorhaben arbeitet in zwei Bereichen:
• Den deutschen Beitrag zur Sahel-Allianz mitgestalten: Das Vorhaben unterstützt das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) dabei, den deutschen Beitrag fachlich und inhaltlich auszugestalten. Dazu nutzt das Vorhaben Erfahrungen aus Projekten der deutschen Entwicklungszusammenarbeit, analysiert den politischen Kontext und beobachtet Trends in der Region. Außerdem unterstützt es den fachlichen Austausch der beteiligten Länder.
• Organisation der Sahel-Allianz unterstützen: Das Sekretariat der Sahel-Allianz (Unité de Coordination, UCA) steht den Mitgliedern zur Seite und organisiert die Treffen der Sahel-Allianz. Das Team arbeitet in Brüssel und den Sahel-Ländern, um die Kooperation zu erleichtern. Neben Deutschland unterstützen auch Kanada, Italien, Spanien, Luxemburg und die Europäische Union sowie die Westafrikanische Entwicklungsbank und die Europäische Investitionsbank das Sekretariat finanziell. 

Context
The Sahel states of Burkina Faso, Mali, Mauritania, Niger and Chad form a region that has great potential, but also faces complex challenges: rising violence, a lack of prospects, noticeable effects of climate change and weak state institutions are hampering their development. Since 2017, the Sahel Alliance has been supporting the region to tackle these challenges and promote sustainable development. Within this international coalition, donor countries coordinate their development cooperation in the region.

Objective
Germany and other members use the Sahel Alliance to jointly coordinate and shape their development contributions in the region.

Approach
The project works in two areas:
• Helping to shape the German contribution to the Sahel Alliance. The project supports the Federal Ministry for Economic Cooperation and Development (BMZ) with the technical and content-related aspects of Germany’s contribution. To this end, it draws on experience from German development cooperation projects, analyses the political context and observes trends in the region. It also supports a dialogue of experts among the participating countries.
• Supporting the organisation of the Sahel Alliance. The Sahel Alliance Secretariat (Unité de Coordination, UCA) assists members and organises Sahel Alliance meetings. The team works in Brussels and the Sahel countries to facilitate cooperation. Germany, Canada, Italy, Spain, Luxembourg and the European Union as well as the West African Development Bank and the European Investment Bank support the secretariat financially.
 

Situation initiale
Le Burkina Faso, le Mali, la Mauritanie, le Niger et le Tchad, cinq États du Sahel, constituent une région à haut potentiel, mais font également face à des défis complexes : la montée de la violence, l’absence de perspectives, les effets perceptibles du changement climatique et la faiblesse des institutions publiques entravent leur développement. Le Sahel bénéficie depuis 2017 du soutien de l’Alliance Sahel, une alliance internationale au sein de laquelle les pays donateurs coordonnent leur coopération au développement dans la région.


Objectif
L’Allemagne et d’autres membres recourent à l’Alliance Sahel pour se concerter et élaborer ensemble leurs contributions au développement dans la région.

Approche
Le projet intervient dans deux domaines :
• Participer à la conception de la contribution allemande à l’Alliance Sahel : le projet soutient le ministère fédéral allemand de la Coopération économique et du Développement (BMZ) dans la définition de la contribution allemande sur les plans technique et thématique. Pour ce faire, le projet tire parti des expériences acquises dans les projets de la coopération allemande au développement, analyse le contexte politique et observe les tendances dans la région. Il favorise en outre l’échange technique entre les pays participants.
• Soutenir l’organisation de l’Alliance Sahel : l’UCA, le secrétariat de l’Alliance Sahel, assiste les membres de l’organisation et coordonne les rencontres. L’équipe, située à Bruxelles, travaille également dans les pays du Sahel afin de faciliter la coopération. Outre l’Allemagne, le Canada, l’Italie, l’Espagne, le Luxembourg et l’Union Européenne ainsi que la Banque ouest-africaine de développement et la Banque européenne d’investissement soutiennent le secrétariat de manière financière.
