Ausgangssituation
Der elektronische Handel, auch E-Commerce genannt, wird zunehmend ein wichtiger Beschaffungs- und Vertriebskanal in aufstrebenden afrikanischen Wirtschaften. Allerdings fehlen wesentliche Voraussetzungen, damit afrikanische Unternehmen am grenzüberschreitenden elektronischen Handel teilnehmen können. Hierzu zählen sichere und erschwingliche elektronische Zahlungssysteme, das Vertrauen von Konsument*innen und Unternehmen in den E-Commerce, digitale Fähigkeiten von Kleinst-, kleinen und mittleren Unternehmen (KKMU) sowie ein förderlicher regulatorischer Rahmen.
Ziel
Die Voraussetzungen für grenzüberschreitenden digitalen Handel in ausgewählten Ländern der panafrikanischen Freihandelszone sind verbessert, vor allem für KKMU.
Vorgehensweise
Der Schwerpunkt des Vorhabens liegt darauf, die Bedingungen für den E-Commerce zu verbessern. Daher berät es die Ostafrikanische Gemeinschaft dabei, ihre regionale E-Commerce-Strategie umzusetzen und Konsument*innen beim Onlinehandel zu schützen. Darüber hinaus unterstützt das Vorhaben die Entwicklung innovativer Ansätze für elektronische Zahlungssysteme und E-Commerce in ganz Afrika. Dabei kooperiert es mit verschiedenen afrikanischen Institutionen wie zum Beispiel dem Smart Africa-Sekretariat.
Das Vorhaben verbessert die Fähigkeiten von Organisationen in Ghana, Kenia, Nigeria und Ruanda, damit diese eigenständig praxisorientierte E-Commerce-Trainings und Beratung, für vor allem von Frauen geführte Unternehmen anbieten können.
Außerdem fördert das Vorhaben über Grenzen hinweg, dass öffentliche und private Akteure ihre Erfahrungen zu innovativen Ansätzen austauschen, wie beispielsweise zu Vertrauenssiegeln im E-Commerce. Ebenso unterstützt es in direkter Partnerschaft mit Unternehmen und Unternehmensverbänden, angepasste Lösungen für umweltfreundlichen digitalen Handel zu entwickeln.

Context
Electronic commerce, also known as e-commerce, is increasingly becoming an important procurement and sales channel in emerging African economies. However, key prerequisites for African companies to participate in cross-border e-commerce are not in place. These include secure and affordable electronic payment systems, consumer and business confidence in e-commerce, digital skills of micro, small and medium-sized enterprises (MSMEs) and a supportive regulatory framework.
Objective
The conditions for cross-border digital trade in selected countries of the African Continental Free Trade Area have improved, especially for MSMEs.
Approach
The project focuses on improving the conditions for e-commerce. It therefore advises the East African Community on implementing its regional e-commerce strategy and protecting consumers in online commerce. The project also supports the development of innovative approaches to electronic payment systems and e-commerce throughout Africa. In this context, it cooperates with various African institutions, such as the Smart Africa Secretariat.
The project improves the skills of organisations in Ghana, Kenya, Nigeria and Rwanda so that they can independently offer practice-oriented e-commerce training and advice, in particular for women-led enterprises.
In addition, the project promotes cross-border sharing of experience between public and private stakeholders on innovative approaches, such as trust seals in e-commerce. Another focus is on the development of tailored solutions for environmentally friendly digital commerce, in direct partnership with companies and business associations.
