Ausgangssituation

Pakistan hat die Anforderung aus Artikel 4 des Klimaübereinkommens von Paris noch nicht erfüllt, wonach alle Vertragsparteien langfristige Strategien für eine an Treibhausgasemissionen arme Entwicklung mit einem Zeithorizont bis 2050 ausarbeiten sollen. Derzeit baut Pakistan entsprechende Fähigkeiten auf, damit gefährdete Gemeinschaften besser auf negative Auswirkungen reagieren können. Bei der Entwicklung der pakistanischen Langzeitvision 2050 zeigt sich jedoch die Kluft zwischen dem politischen Bekenntnis zur Klimapolitik und der Fähigkeit zur Umsetzung. Zur Erarbeitung einer umfassenden Langfriststrategie für einen geschlechtergerechten Übergang zu Dekarbonisierung und Resilienz, die soziale Auswirkungen und institutionelle Regelungen berücksichtigt, müssen die Akteure daher stärker unterstützt werden.

Ziel

Nationale und subnationale Akteure in Pakistan haben eine langfristige, geschlechtergerechte Strategie für Dekarbonisierung und Resilienz erarbeitet, die soziale Auswirkungen und institutionelle Regelungen berücksichtigt.

Vorgehensweise

Das Vorhaben unterstützt die Regierung Pakistans mit den folgenden Maßnahmen:

• Hilfe bei der Schaffung der notwendigen Voraussetzungen für die gesetzliche Verankerung langfristiger emissionsarmer Entwicklungsstrategien (LT-LEDS) mit dem Ziel, einen Netto-Null-Übergang herbeizuführen, der allen Geschlechtern gerecht wird und nützt.
• Einbindung der LT-LEDS in die politischen Zielkataloge und Prozesse Pakistans.
• Ausbau der Fähigkeiten derjenigen, die an der Erarbeitung und Umsetzung der LT-LEDS und des Konzepts des fairen Übergangs beteiligt sind. So wird gewährleistet, dass der Wandel zu einer emissionsarmen Wirtschaft für alle Arbeitskräfte und Gemeinschaften fair und inklusiv ist.

Content

Pakistan has yet to meet the requirement under Article 4 of the Paris Agreement, which states that all Parties should formulate long-term low greenhouse gas emission development strategies with a 2050 time horizon. Currently, Pakistan is working to build capabilities, enabling vulnerable communities to better respond to negative impacts. However, developing Pakistan's Long-Term Vision 2050 highlights the gap between political commitment to climate policy and the ability for implementation. Therefore, stakeholders need more support to develop a comprehensive long-term strategy for a gender-just transition to decarbonisation and resilience, addressing social impacts and institutional arrangements.

Objective

National and subnational actors in Pakistan have developed a long-term, gender-responsive strategy for decarbonisation and resilience, considering social impacts and institutional arrangements.

Approach

The project supports the Government of Pakistan with the following measures:
• Assisting in creating the necessary prerequisites for legally anchoring long-term low-emission development strategies (LT-LEDS) to achieve a net-zero transition that fairly includes and benefits all genders.
• Integrating LT-LEDS into Pakistan's policy agendas and processes.
• Enhancing the skills of individuals involved in developing and implementing the LT-LEDS and the Just Transition approach. It ensures that the shift to a low-emission economy is fair and inclusive for all workers and communities.
