Ausgangssituation
Infolge der Auswirkungen des Klimawandels, häufiger Dürren und der unzureichenden Infrastruktur hat Somalia beim Management seiner Wasserressourcen mit gravierenden Problemen zu kämpfen. Infolgedessen herrschen in vielen Regionen, insbesondere in den Bundesstaaten HirShabelle, Jubaland und South West State, Ernährungsunsicherheit und ein Mangel an sauberem Wasser. Frauen und junge Menschen sind davon unverhältnismäßig stark betroffen, da sie häufig für die Wasserbeschaffung und die Haushaltsführung zuständig sind. Die Bewältigung dieser Probleme ist von entscheidender Bedeutung, um die Lebensgrundlagen zu verbessern und den Zugang der betroffenen Gemeinden zu essenziellen Ressourcen zu gewährleisten.

Ziel
Die somalische Bundesregierung und die Regierungen der Bundesstaaten setzen in den Einzugsgebieten der Flüsse Juba und Shabelle in Somalia ein klimaresilientes Wasserressourcenmanagement um.

Vorgehensweise
Das Projekt wurde vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) beauftragt und wird von der Delegation der EU in Somalia kofinanziert. Sein Schwerpunkt liegt auf der Verbesserung des Wasserressourcenmanagements in Somalia mithilfe gezielter Maßnahmen, darunter:
• Die Anwendung von politischen Maßnahmen und Strategien zur Bewältigung der Probleme beim Wassermanagement in den Einzugsgebieten der Flüsse Juba und Shabelle ausweiten.
• Einen Koordinierungsplan konsolidieren, um die Zusammenarbeit zwischen den Institutionen zu verbessern.
• Die Voraussetzungen für ein grenzübergreifendes Wasserressourcenmanagement schaffen.
• Hochwasserschutzmaßnahmen ergreifen, um die Risiken für Gemeinden in gefährdeten Gebieten zu verringern.
• Eine Baseline-Erhebung durchführen, um gendertransformative Ansätze in die Verfahren des Wassermanagements einzubinden.
• Ein Wasserinnovationszentrum einrichten, um innovative Lösungen für ein wirksames Wasserressourcenmanagement voranzutreiben.

Project description (EN)

Context
Somalia faces severe challenges in managing its water resources due to the impacts of climate change, frequent droughts, and insufficient infrastructure. These issues have led to widespread food insecurity and limited access to clean water, particularly in the regions of Hirshabelle, Jubaland, and Southwest States. Women and young people are disproportionately affected, as they often bear the responsibility for water collection and household resource management. Addressing these challenges is critical to improving livelihoods and ensuring access to essential resources for affected communities.

Objective
The Federal Government of Somalia and Member State Governments are implementing climate-resilient water resource management in the Juba and Shabelle river basins in Somalia.

Approach
The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the Delegation of the EU to Somalia. It focuses on improving water resource management in Somalia through targeted measures, including:
• Expanding the application of policies and strategies to address water management challenges in the Juba and Shabelle river basins.
• Consolidating a coordination plan to improve collaboration across institutions.
• Developing the foundation for transboundary water resource management.
• Implementing flood mitigation measures to reduce risks for communities in vulnerable areas.
• Conducting a baseline survey to integrate gender-transformative approaches into water management practices.
• Establishing a Water Innovation Centre to promote innovative solutions for effective water resource management.
