Ausgangssituation:
Algerien ist in 5 Regierungsbezirke (Wilayas) und mehr als 1.500 Kommunen untergliedert. Doch der Verwaltungsaufbau ist zentralistisch: Nationale Institutionen beeinflussen kommunale Handlungen und Entscheidungen stark.
Die algerische Regierung investiert bereits erhebliche Mittel, damit die Kommunen moderner und digitaler werden. Allerdings können die algerischen Kommunen öffentliche Dienstleistungen noch nicht ganzheitlich und inklusiv für die Bürger*innen bereitstellen. Die Dienstleistungen sind zudem nicht nutzerorientiert und kaum digitalisiert. Frauen und schutzbedürftige Gruppen sind dadurch besonders benachteiligt.
Ziel:
Das Ziel des Vorhaben ist es, den Zugang für Frauen und vulnerable Gruppen zu bürger*innennahen digitalen und physischen Dienstleistungen und Arbeitsplätzen in ausgewählten Kommunen in Algerien zu verbessern.
Vorgehensweise:
Das Vorhaben arbeitet mit ausgewählten Kommunen zusammen. Diese berät es unter anderem darin, eine Standardvorlage für breit einsetzbare und inklusive Webseiten zu entwickeln. Die Seiten sollen es insbesondere Frauen und benachteiligten Gruppen erleichtern, schnell aktuelle Informationen zu öffentlichen Dienstleistungen zu finden.
Zudem entwickelt das Vorhaben ein Konzept für ein umfassendes und inklusives Bürgerbüro. Dieses soll den Bürger*innen als zentrale Anlaufstelle dienen und damit den Zugang zu Dienstleistungen verbessern. Kommunalbedienstete erhalten gleichzeitig Fort- und Weiterbildungen, durch die sie Dienstleistungen besser erbringen können.
Darüber hinaus fördert das Vorhaben die kommunalen Rahmenbedingungen für geschlechtergerechte, inklusive und barrierefreie Arbeitsplätze und Karrieren in der Verwaltung. Dabei sensibilisiert es Angestellte zu Inklusion, Geschlechtergleichstellung und Vielfalt. Zudem etabliert es zum Beispiel Richtlinien dazu. Interkommunaler Austausch und gegenseitiges Lernen stellen sicher, dass die Themen kommunenübergreifend verbreitet und langfristig verankert werden.

Divided into 58 local authorities (wilayas), Algeria has more than 1,500 municipalities. The Algerian government is deploying considerable resources to modernise the country's municipalities and help them digitalise their services. Although they are making great efforts in this area, their services could be part of an even more comprehensive and inclusive approach. This would enable local authorities to take better account of the needs of the inhabitants, particularly those of women and vulnerable groups.
Objective:
The goal is that access to digital and physical services in local administration is being improved for citizens and vulnerable groups in selected Algerian municipalities.
Approach:
The project supports selected municipalities in designing a standard model for inclusive websites, which can then be used throughout the country. These sites should enable all citizens, particularly women and vulnerable groups, to have easier and faster access to regularly updated information on public services.
In addition, the project is developing a concept for an inclusive local one-stop counter. This will be the main point of contact for citizens, improving their access to services. The project will also provide municipal staff with ongoing training to enable them to provide better quality services. This training will then be integrated into the administration's training curriculum.
Finally, the project assists local authorities in improving the working environment and the administrative career path to make them more inclusive and accessible to all (for example, making working hours more flexible). In doing so, it raises employees' awareness on inclusion, gender equality and diversity. It also advises local authorities on drawing up guidelines that take account of the above-mentioned aspects. By promoting inter-municipal exchanges and mutual learning, the dissemination of these themes should be ensured, making them permanent.
