Ausgangssituation
Die Afrikanische Union (AU) hat die Vision, ein integriertes, wirtschaftlich erfolgreiches und friedliches Afrika zu schaffen, das von seinen eigenen Bürger*innen bestimmt wird. Die Ziele sind im Entwicklungsprogramm „Agenda 2063" festgehalten. Die AU hat dafür interne, umfassende Reformen initiiert. Diese sollen die Kommission (AUK) und die Organe der AU in die Lage versetzen, ihre Managementprozesse effizient zu steuern und somit wirksame Leistungen für die Bürger*innen ihrer Mitgliedsländer zu erbringen.
Ziel
Die AUK und die Entwicklungsagentur der AU (AUDA-NEPAD) können ihre Leistungen besser erbringen.
Vorgehensweise
Das Projekt unterstützt die AUK und AUDA-NEPAD dabei, ihre Arbeit effizienter, wirksamer, und transparenter zu vollbringen. Hierzu fördert es den Aufbau eines integrierten, wirkungsorientierten Prozessmanagementsystems. Das soll dazu beitragen, die Programme wirksam umzusetzen und die Rechenschaftslegung zu verbessern. Außerdem stärkt das Projekt, dass Geschlechtergerechtigkeit und Jugendförderung in die Planungen der AU konsequent einbezogen werden, indem die AU sogenannte Scorecards, also Berichtsbögen zu Programmen, einsetzt.
Mitarbeitende der AUK erhalten Weiterbildungen, um Programme wirkungsorientiert und entsprechend der Regelungen der AU umzusetzen. Das Projekt unterstützt zudem die AUDA-NEPAD dabei, ihre Managementprozesse effizienter zu gestalten und somit Leistungen für die Mitgliedsländer der AU zu verbessern. Es trägt dazu bei, Planungs- und Arbeitsprozesse der Abteilungen der AUK und AUDA-NEPAD optimal aufeinander abzustimmen.
Ferner unterstützt das Projekt die AU dabei, gemeinsame afrikanische Positionen (Common African Positions) zu entwickeln und als globaler Akteur aufzutreten.
Project description (EN)
Context
The vision of the African Union (AU) is to create an integrated, economically successful and peaceful Africa that is shaped by its own citizens. The objectives are set out in the ‘Agenda 2063’ development programme. The AU has initiated internal, comprehensive reforms which aim to enable the Commission (AUC) and the AU organs to steer their management processes efficiently and thus provide effective services for the citizens of their member states.
Objective
The AUC and the AU Development Agency (AUDA-NEPAD) have improved their service provision.
Approach
The project supports the AUC and AUDA-NEPAD in carrying out their work more efficiently, effectively and transparently. To this end, it promotes the development of an integrated, results-orientated process management system that makes it possible to implement the programmes effectively and improve accountability. The project also strengthens the consistent inclusion of gender equality and youth development in the AU’s planning by using scorecards, i.e. report forms for programmes.
AUC employees receive additional training in order to implement programmes in a results-oriented manner and in accordance with AU regulations. The project also supports AUDA-NEPAD in organising its management processes more efficiently and thus improving services for the AU member states. It contributes to achieving the best possible coordination of the planning and work processes of the AUC and AUDA-NEPAD departments.
The project also supports the AU in developing common African positions and acting as a global player.
