Ausgangssituation
Namibia befindet sich im Übergang von einer ländlich zu einer städtisch geprägten Gesellschaft. Bis zum Jahr 2050 leben voraussichtlich drei Viertel der Bevölkerung in Städten. Damit verändern sich die Lebensstile, -wege und -ziele der Menschen und entwicklungspolitische Herausforderungen wie Armut, Bildung und Gesundheit verlagern sich zunehmend in die Städte.
Die Städte wachsen vor allem, indem informelle Siedlungen etablieren, verdichten und ausweiten. Die Bewohner*innen der Siedlungen haben jedoch keine sicheren Landrechte und leben unter schlechten Bedingungen. Besondere Herausforderungen der Quartiersaufwertung sind Kosteneffizienz, Resilienz, Sicherheit, Hygiene und fehlende Einkommensmöglichkeiten.

Ziel
Die Voraussetzungen für eine Weiterentwicklung informeller Siedlungen zu lebenswerten Quartieren in Namibia sind verbessert.

Vorgehensweise
Mit Unterstützung des namibischen Ministeriums für städtische und ländliche Entwicklung sowie ausgewählter Partnerstädte bündelt das Vorhaben das Engagement von Bewohner*innen und Fachleuten verschiedener Disziplinen, um lebenswerte Quartiere für eine inklusive und langfristige Stadtentwicklung zu gestalten.
Das Vorhaben berät dabei seine Partner zu partizipativer und integrierter Stadtentwicklung.
Hierfür verbessert es die Fähigkeiten und Bedingungen sowie die angewandte kooperative Planung ausgewählter informeller Siedlungen mit lokalen Planungsakteuren und der dortigen Bevölkerung. Zudem unterstützt das Vorhaben die Umsetzung von Nachbarschaftsinitiativen sowie in Kooperation mit dem namibischen Städteverband (Namibian Association of Local Authority Officials, NALAO) den Aufbau eines städtischen Netzwerks zum Erfahrungsaustausch.
Das Vorhaben unterstützt die Infrastrukturfinanzierung durch die Kreditanstalt für Wiederaufbau (KfW) sowie die Nutzung digitaler Lösungen durch den „Innovation Technology Accelerator for Cities" der Vereinten Nationen (UNITAC) Hamburg.
 

Ausgangssituation
Namibia is in the middle of transition from a rural to an urban society. By 2050, an estimated three-quarters of its population will live in cities. People’s ways of life, choices and goals are changing, with development challenges such as poverty, education and health increasingly shifting to the cities.
Cities grow primarily by establishing, condensing and expanding informal settlements. However, the occupants of the settlements lack secure land rights and live in poor conditions. Particular challenges of upgrading neighbourhoods are cost efficiency, resilience, safety, hygiene and lack of income opportunities.

Ziel
The conditions for further developing informal settlements into liveable neighbourhoods in Namibia have improved.

Vorgehensweise
With the support of the Namibian Ministry of Urban and Rural Development and selected partner cities, the project pools the engagement of residents and experts from various disciplines to create liveable neighbourhoods for inclusive and long-term urban development.
In the process, the project advises its partners on participatory and integrated urban development.
To achieve this, it improves skills and conditions as well as the applied cooperative planning of selected informal settlements with local planning stakeholders and the local population. The project also helps implement neighbourhood initiatives and, in cooperation with the Namibian Association of Local Authority Officials (NALAO), the establishment of an urban network for exchanging experience.
The project supports infrastructure financing by the Kreditanstalt für Wiederaufbau (KfW) and the use of digital solutions by the Innovation Technology Accelerator for Cities of the United Nations (UNITAC) Hamburg.
