Ausgangssituation
Durch den Klimawandel verursachte Extremwetterereignisse fordern in Pakistan einen jährlichen wirtschaftlichen Tribut von etwa vier Milliarden US-Dollar. Das Hochwasser von 2022 hat die Krise noch verschärft. Es traf vor allem arme Gebiete, machte 33 Millionen Menschen obdachlos und hatte schwerwiegende Auswirkungen auf die Lebensgrundlagen der Menschen. Öffentliche Mittel für Soforthilfe sind knapp, die Last liegt bei Bürger*innen und Unternehmen.
Rund fünf Millionen Kleinst-, kleine und mittlere Unternehmen (KKMU) leisten in Pakistan einen wichtigen Beitrag zur Wirtschaft. Jedoch sind KKMU, vor allem in der Landwirtschaft, durch den Klimawandel besonders gefährdet, da es ihnen an finanzieller Absicherung, Risikowahrnehmung und Kapazitäten zur Umsetzung von Anpassungsmaßnahmen fehlt.
Ziel
Die Klimaresilienz von KKMU in der pakistanischen Landwirtschaft ist verbessert. Ein besonderer Schwerpunkt liegt auf Unternehmen, die von Frauen geführt werden.
Vorgehensweise
Das Vorhaben unterstützt die Regierung Pakistans mit folgenden Maßnahmen dabei, landwirtschaftliche KKMU resilienter gegen den Klimawandel zu machen:
1. Mechanismen der Klimarisikofinanzierung entwickeln: Das Vorhaben schafft einen finanziellen Schutzmechanismus, damit KKMU nach einem Extremwetterereignis den Betrieb fortführen können.
2. Klimarisikomanagement umsetzen: Das Vorhaben führt Schulungen ein, um KKMU für Klimarisiken zu sensibilisieren und bei der Entwicklung wirksamer Risikomanagementmaßnahmen zu unterstützen.
3. Die unternehmerischen Fähigkeiten von KKMU ausbauen: Das Vorhaben führt Schulungen zur Geschäftsentwicklung für KKMU durch, um den Geschäftsbetrieb und die Einnahmen zu stabilisieren.
4. In die Resilienz von Großabnehmern in der Lieferkette investieren: Das Vorhaben fördert Partnerschaften mit führenden Abnehmern, die ihre Lieferketten mit KKMU in der Landwirtschaft auf- oder ausbauen.

Content
Climate change-induced extreme weather events in Pakistan inflict an annual economic toll of about four billion US dollars. The 2022 flood exacerbated this crisis. It affected poor areas in particular, leaving 33 million people homeless and had severe impacts on people’s livelihoods. Public financial assistance for emergency relief falls short, burdening citizens and businesses.
Pakistan is home to around five million micro, small, and medium-sized enterprises (MSMEs), contributing significantly to the economy. However, MSMEs, specifically in agriculture, remain vulnerable to climate change, as they are lacking financial protection against losses, risk perception, and capacities to implement adaptation measures.
Objective
Climate resilience of MSMEs in Pakistan’s agricultural sector is improved. A particular focus lies on businesses that are led by women.
Approach
The project supports Pakistan’s government in making agricultural MSMEs more resilient against climate change, implementing the following measures:
1. Developing climate risk financing mechanisms: the project creates a financial protection mechanism to ensure business continuation of MSMEs after an extreme weather event.
2. Implementing climate risk management: the project introduces trainings to sensitise MSMEs and help them develop effective risk management measures.
3. Increasing business capacities of MSMEs: the project implements trainings in business development for MSMEs. Improved skills stabilise business operations and revenues.
4. Investing in the resilience of large buyers in the supply chain: the project fosters partnerships with lead buyers involved in developing or expanding their supply chains with MSMEs in agriculture.
