Ausgangssituation
Die Länder Lateinamerikas und der Karibik (LAK) exportieren seit Jahrzehnten Rohstoffe in großem Umfang. Allerdings werden hierdurch keine signifikanten Gewinne in der Region generiert. Die Produktivität stagniert, vor allem in ländlichen Gebieten. Die nationalen Wirtschaften sind zudem stark zergliedert und geografisch kaum verflochten. Steuereinnahmen in der Region liegen unter dem internationalen Vergleich.
Armut und Ungleichheiten in LAK sind eng mit mangelndem sozialem Schutz, Arbeitslosigkeit, Unterbeschäftigung und staatlich nicht erfassten Jobs verbunden. Frauen leiden dabei überproportional unter fehlendem Sozialschutz.
Es braucht daher Ansätze, um die Wirtschaftsleistung systematisch, sozial, geschlechtergerecht sowie ökologisch voranzutreiben. In der LAK-Region fehlt jedoch für deren Umsetzung praktisches, fachlich-methodisches Wissen und regionale Kooperation. Hier setzt die Wirtschaftskommission für Lateinamerika und die Karibik (Comisión Económica para América Latina y el Caribe, CEPAL) mit Unterstützung des Vorhabens an.

Ziel
Öffentliche Handlungsträger*innen der CEPAL-Mitgliedsstaaten sind in der Lage, ihre Haushalts-, Sozial- und Industriepolitik auf eine produktive, ökologische und sozial gerechte Wirtschaft auszurichten.

Vorgehensweise
Das Vorhaben unterstützt die CEPAL finanziell und fachlich dabei, regionale Austauschformate zu gestalten, Studien zu erstellen und Schulungen in den Bereichen Sozialpolitik, Industriepolitik und Fiskalpolitik anzubieten. Nutznießer sind hier hauptsächlich staatliche Institutionen der Mitgliedsländer. Das soll den Wandel zu einer produktiven, ökologischen und sozial gerechten Wirtschaft vorantreiben.
 

Background
The countries of Latin America and the Caribbean (LAC) have been exporting large quantities of raw materials for decades. However, this does not generate any significant profits in the region. Productivity is stagnating, particularly in rural areas. The national economies are also highly fragmented and barely intertwined from a geographical perspective. In an international comparison, tax revenues in LAC are below those of other regions.
Poverty and inequalities in LAC are strongly associated with a lack of social protection, unemployment, underemployment and unregistered jobs. Women suffer disproportionately in this context from a lack of social protection.
Approaches are therefore needed to drive economic performance forward in a way that is systematic, socially just, gender-equitable and environmentally friendly. To implement them in the LAC region, however, there is a lack of practical, sectoral and methodological knowledge as well as regional cooperation. This is where the Economic Commission for Latin America and the Caribbean (Comisión Económica para América Latina y el Caribe, CEPAL) comes into play, with the support of the project.

Objective
Public actors in CEPAL member states are able to tailor their budgetary, social and industrial policy towards a productive, environmentally friendly and socially just economy.

Approach
Through financial and specialist support, the project helps CEPAL to organise regional exchange formats, compile studies and provide training in the areas of social, industrial and fiscal policy. The main beneficiaries here are state institutions in the member states. This is intended to drive forward the transition to a productive, environmentally friendly and socially just economy. 

Contexto
Los países de América Latina y el Caribe (LAC) exportan materias primas a gran escala desde hace varias décadas. Sin embargo, esto no genera beneficios significativos en la región. La productividad está estancada, especialmente en las zonas rurales y, por otro lado, las economías nacionales se encuentran muy fragmentadas y geográficamente apenas conectadas. Los ingresos fiscales en la región están por debajo de la media internacional.
La pobreza y la desigualdad en LAC están estrechamente relacionadas con la falta de protección social, el desempleo, el subempleo y el empleo informal. En este contexto, las mujeres sufren de manera desproporcionada la falta de protección social.
Por ello, se necesitan enfoques que impulsen el rendimiento económico sistemáticamente, con equidad de género y de manera social y ecológica. Sin embargo, para su implementación, escasean en LAC los conocimientos prácticos y técnico-metodológicos, así como la cooperación regional. La Comisión Económica para América Latina y el Caribe (CEPAL) de las Naciones Unidas interviene en este ámbito con el apoyo del proyecto.

Objetivo
Los actores públicos de los países miembros de la CEPAL están en condiciones de orientar sus políticas presupuestaria, social e industrial hacia una economía productiva, ecológica y socialmente justa.

Enfoque
El proyecto brinda apoyo financiero y técnico a la CEPAL para diseñar formatos de intercambio regionales, realizar estudios y ofrecer capacitaciones en los ámbitos de política social, industrial y fiscal. Las principales favorecidas son en este caso las instituciones estatales de los países miembros. El objetivo es impulsar la transición hacia una economía productiva, ecológica y socialmente justa.
