Ausgangssituation
Die öffentliche Verwaltung in Moldau ist nicht in der Lage, die Reformziele der Regierung zu erreichen, ihr Personal professionell zu organisieren sowie Verwaltungsdienstleistungen effizient und bürgerorientiert zu erbringen. Dafür fehlen Personal, Fachwissen und Finanzen. Diese sind jedoch wichtig für den moldauischen Beitritt in die Europäische Union (EU). Die Regierung braucht daher bessere Fertigkeiten, um die öffentliche Verwaltung und öffentliche Finanzen effizient zu steuern und den öffentlichen Dienst attraktiv zu machen.
Ziel
Die moldauische öffentliche Verwaltung kann die Regierungsstrategie, das Personalmanagement und Dienstleistungen besser umsetzen.
Vorgehensweise
Das Vorhaben berät die moldauische Staatskanzlei und das Finanzministerium, damit diese wichtige Reformen für die öffentliche Verwaltung besser lenken, überwachen und umsetzen können. Ergänzend fördert es für den EU-Beitritt, dass sich die moldauische Verwaltung mit Verwaltungsexpert*innen sowie -mitarbeitenden aus der EU und anderen Beitrittsländern austauscht.
Das Vorhaben berät die Staatskanzlei darin, die Personalorganisation im öffentlichen Dienst zu reformieren. Eine bessere Personalplanung sowie leistungsorientierte Einstellungen und Beförderungen tragen zu einem attraktiveren und leistungsfähigeren öffentlichen Dienst bei. Dabei sollen speziell Frauen in Führungspositionen gefördert werden. Das Vorhaben verbessert zudem die Kompetenzen von Beamt*innen – wie zur Digitalisierung und öffentlichen Finanzen –, indem es Fortbildungen ausbaut.
Damit die Verwaltung Dienstleistungen besser erbringen kann, berät das Vorhaben die Staatskanzlei dabei, Gemeinden und Kreise neu zu organisieren sowie Kommunen besser zu beaufsichtigen. Außerdem optimiert und digitalisiert es beispielhaft Dienstleistungen der Finanzverwaltung. Gleichzeitig baut es kommunale Angebote aus, die Bürger*innen beraten, wie sie digitale Verwaltungsleistungen nutzen, damit niemand zurückgelassen wird.

Situation
Moldova’s public administration is not in a position to achieve the government’s reform goals, organise its staff professionally and provide administrative services efficiently and in a citizen-oriented manner. There is a lack of personnel, expertise and finances. However, these are important factors in Moldova's accession to the European Union (EU). The government therefore needs better skills to manage public administration and public finances efficiently, and to make the civil service attractive.
Objective
The Moldovan public administration can better implement the government strategy, personnel management and services.
Approach
The project advises the Moldovan State Chancellery and the Ministry of Finance on better managing, monitoring and implementing important public administration reforms. In addition, it promotes the Moldovan administration's exchange with administrative experts and staff from the EU and other accession countries.
The project advises the State Chancellery on reforming staff organisation in the civil service. Better staff planning and performance-based recruitment and promotions contribute to a more attractive and efficient civil service. In particular, the aim is to promote women in management positions. The project also improves the skills of civil servants – such as in digitalisation and public finance – by expanding further training.
To enable the administration to provide better services, the project advises the State Chancellery on how to reorganise municipalities and districts, and how to better supervise local authorities. It also optimises and digitalises exemplary financial administration services. At the same time, it is expanding municipal services that advise citizens on how to use digital administrative services so that no one is left behind.
