Ausgangssituation:

Die Landwirtschaft und eine unangemessene Landnutzung verursachen den Verlust biologischer Vielfalt und eine Zunahme der Treibhausgasemissionen in Mexiko. Die ländliche Entwicklung ist entscheidend, weil die Landwirtschaft Wirtschaft, Kultur und Politik des Landes prägt. Mehr als 27 Millionen Menschen arbeiten in diesem Bereich, wobei sich der Frauenanteil aufgrund der Abwanderung der Männer in städtische Gebiete um 16 Prozent erhöht hat. Dennoch sind die Frauen mit Herausforderungen wie traditionellen Geschlechterrollen, eingeschränktem Landbesitz sowie Gewalt und Diskriminierung konfrontiert.

Zugleich muss Mexiko die Integration in den Weltmarkt mit der Förderung lokaler Anbaumethoden vereinbaren, um die Lebensmittelsicherheit zu gewährleisten, den Zugang zu Ernährung zu verbessern und die Ökosysteme zu schützen.

Vorgehensweise:

Das Vorhaben setzt gezielte Maßnahmen für den Umbau von Landwirtschaft und Ernährungssystemen um. Dazu zählt:

Politische Maßnahmen und Instrumente auf nationaler und regionaler Ebene entwickeln, um eine biodiversitätsfreundliche und klimaresiliente Landwirtschaft zu fördern.

Vereinbarungen zwischen der Zentralregierung und den Regionalregierungen fördern, um transformative Landwirtschaftsmethoden zu unterstützen.

Einen Katalog von Modellinitiativen für eine ökologisch verantwortungsvolle Landwirtschaft erstellen. 

Context
Agriculture and improper land use drive biodiversity loss and greenhouse gas emissions in Mexico. Rural development is vital, as agriculture shapes the country’s economy, culture, and politics. Over 27 million people work in this field, with women’s participation rising by 16 per cent due to male migration to urban areas. Yet, women face challenges like traditional gender roles, limited land ownership, and vulnerability to violence and discrimination.
At the same time, Mexico must also balance global market integration with promoting local farming practices that ensure food security, improve nutrition access, and protect ecosystems.
Objective
Mexico has improved its policies and conditions to enable the transformation of agriculture and food systems towards greater environmental and social responsibility.
Approach
The project implements targeted measures to transform agriculture and food systems, including:
Developing policies and tools nationally and regionally to promote biodiversity-friendly and climate-resilient agriculture.
Facilitating agreements between the federal and regional governments to support transformative agricultural practices.
Creating a catalog of model initiatives for environmentally responsible agriculture.
Establishing dialogue formats connecting public institutions, civil society, and private organisations to collaborate on eco-friendly agriculture policies and programmes.
Integrating biodiversity and gender considerations into agricultural financing by improving conditions for resource allocation and use. 

Situación de partida
La agricultura y el uso inadecuado del suelo contribuyen a la pérdida de biodiversidad y al aumento de las emisiones de gases de efecto invernadero en México. El desarrollo rural es vital, ya que la agricultura configura la economía, la cultura y la política del país. Más de 27 millones de personas trabajan en este sector, con un aumento de la proporción de mujeres de un 16 % debido a la migración masculina a las zonas urbanas. Sin embargo, las mujeres se enfrentan a desafíos, como los roles tradicionales de género, la apropiación limitada de la tierra y la vulnerabilidad a la violencia y la discriminación.
Al mismo tiempo, México tiene que conciliar su integración en el mercado mundial con el fomento de prácticas agrícolas locales que garanticen la seguridad alimentaria, mejoren el acceso a la nutrición sana y protejan los ecosistemas.
Objetivo
México ha mejorado sus políticas y condiciones para propiciar la transformación de la agricultura y los sistemas alimentarios hacia una mayor responsabilidad medioambiental y social.
Procedimiento
El proyecto implementa medidas específicas para transformar la agricultura y los sistemas alimentarios. Estas incluyen:
Desarrollo de políticas y herramientas a nivel nacional y regional para fomentar una agricultura respetuosa con la biodiversidad y resiliente frente al Cambio Climático.
Facilitación de acuerdos entre los Gobiernos federal y regionales para apoyar prácticas agrícolas transformadoras.
Creación de un catálogo de iniciativas modelo para fomentar una agricultura responsable con el medio ambiente.
Establecimiento de formatos de diálogo que conecten a las instituciones públicas, la sociedad civil y las organizaciones privadas para colaborar con la agricultura respetuosa con el medio ambiente, políticas y programas.
Integración de las consideraciones sobre biodiversidad y género en el financiamiento de la agricultura, mejorando las condiciones de asignación y uso de recursos.
