Nachhaltige Urbane Mobilität in Mexiko (Moverse)

In Mexiko nimmt der motorisierte Individualverkehr stetig zu, was zu einem deutlichen Anstieg der Treibhausgasemissionen (THG) führt. Laut dem Nationalen Institut für Ökologie und Klimawandel (INECC, 2022), ist der Verkehrssektor für rund ein Fünftel der nationalen Treibhausgasemissionen verantwortlich – Tendenz steigend. Darüber hinaus ist es bisher nur wenigen mexikanischen Städten gelungen, erfolgreich nachhaltige städtische Mobilitätssysteme einzuführen. Dies liegt u.a. daran, dass nachhaltige Mobilität in der politischen Agenda auf lokaler Ebene unzureichend priorisiert wird und begrenzte finanzielle Mittel verfügbar sind. Zusätzlich behindern oft Busbetreiber und Lobbygruppen Planungs- und Transformationsprozesse der Verkehrssysteme.

Ziel des Projekts ist es, die Umsetzung der städtischen Verkehrsinfrastruktur in mexikanischen Städten im Hinblick auf eine nachhaltige und integrative Mobilität zu fördern. Das Vorhaben zielt darauf ab, Lösungen auf nationaler und subnationaler Ebene zu entwickeln, die sich auf drei Schwerpunkte konzentrieren: (1) Integrierte Stadtentwicklung - und Verkehrsplanung, (2) Umsetzung von Modellprojekten für eine nachhaltige und inklusive Verkehrsinfrastruktur und (3) Entwicklung eines regulatorischen Rahmens für Elektromobilität.

Das Ministerium für Agrarentwicklung, Raumordnung und
Stadtentwicklung (SEDATU) ist der Hauptpartner des Vorhabens. Auf bundesstaatlicher und kommunaler Ebene arbeitet MOVERSE mit öffentlichen Mobilitäts-, Stadtentwicklungs- und Verkehrseinrichtungen, Nichtregierungsorganisationen, dem Privatsektor, der Zivilgesellschaft und der Wissenschaft zusammen.
 

Sustainable Urban Mobility in Mexico (Moverse)

Mexico is experiencing a tremendous increase of private vehicles, which is one of the most carbon intensive modes of transport.

According to the latest national inventory of GHG emissions (INECC, 2022), the transport sector is responsible for almost one-fifth of national GHG emissions.
Only a small number of cities across the country have managed to successfully implement sustainable urban mobility systems, due to factors such as short political cycles, limited funds and low prioritization of sustainable mobility in the political agenda at the subnational level, as well as local industry groups hesitant to changes in the public transport models, hinder the transformation of transport systems.

The objective of the project is to promote the implementation of sustainable and inclusive urban mobility infrastructure solutions in Mexican cities that benefit the population.

MOVERSE seeks to develop solutions at national and subnational levels and works in three components: (1) Integrated urban development, transport planning and access to finance. (2) Implementation of model projects for sustainable and inclusive transport infrastructure and (3) Development of a coordinated regulatory framework for electromobility.

The project works with the Mexican Ministry of Agrarian, Territorial, and Urban Development (SEDATU) as the main executing partner of the project. Additionally, secondary partners for the implementation include the states of Yucatan, Quintana Roo and Estado de Mexico, as well as partners from the private sector, civil society, and academia, among other organizations.
 

México experimenta un fuerte aumento del transporte privado motorizado, lo cual representa un incremento de las emisiones de gases de efecto invernadero (GEI). De acuerdo con el último inventario nacional de emisión de gases y compuestos de efecto invernadero (INECC, 2022), el sector de transporte es responsable de alrededor de una quinta parte de las emisiones nacionales de GEI. Adicionalmente, sólo un reducido número de ciudades en el país han logrado implementar sistemas de movilidad urbana sostenible exitosos, debido a factores como ciclos políticos cortos; fondos limitados y baja priorización de la movilidad sustentable en la agenda política a nivel local; y gremios resistentes al cambio que dificultan los procesos de planeación y transformación de los sistemas de transporte.
El objetivo del proyecto es impulsar la implementación de infraestructura urbana de transporte en las ciudades mexicanas en términos de movilidad sostenible e incluyente de la población.
Desde el proyecto se busca desarrollar soluciones a nivel nacional y subnacional alrededor de tres ejes: (1) Desarrollo urbano integrado y planificación del transporte, (2) Implementación de proyectos modelo para una infraestructura de transporte sostenible e incluyente y (3) Desarrollo de un marco normativo coordinado para la electromovilidad.
La Secretaría de Desarrollo Agrario, Territorial y Urbano (SEDATU) es la principal contraparte como socio ejecutor. El organismo titular político es la Agencia Mexicana de Cooperación Internacional para el Desarrollo (AMEXCID) de la Secretaría de Relaciones Exteriores de México (SRE). Adicionalmente se incluyen socios secundarios como los estados, la sociedad civil, otras organizaciones y la academia.
