Ausgangssituation
Brasilien verfügt über 121,3 Millionen Hektar öffentliches Agrarland, wovon 99 Prozent im Verwaltungsgebiet Amazonien liegen. 50 Millionen Hektar dieser Fläche sind nach wie vor nicht zugewiesen. Dies macht sie stark anfällig für Entwaldung, Übergriffe, illegale Landaneignung und anderen unzulässigen Umgang, insbesondere im Bundesstaat Amazonas. Die Zerstörung wird durch geringe Landbesitzsicherheit und eine unzulängliche Raumplanung noch verstärkt. Dies bedroht die Biodiversität sowie die Lebensgrundlagen von Kleinbauern und traditionellen Gemeinden. Der Schutz dieser Flächen ist unabdingbar, um den Amazonas-Regenwald zu erhalten, gerechte Landnutzung zu fördern und lokale Gemeinden zu unterstützen.

Ziel
Traditionelle Gemeinden und landwirtschaftliche Familienbetriebe haben einen gerechten Zugang zu Land. Die Entwaldung geht zurück, gefährdete Gebiete werden geschützt und das Ressourcenmanagement wurde verbessert.

Vorgehensweise
Das Projekt arbeitet mit nationalen Agenturen wie dem Ministerium für Agrarentwicklung und dem Nationalen Institut für Kolonisierung und Agrarreform zusammen und sorgt für eine Abstimmung mit den bestehenden landbezogenen Strategien. Das Projekt:
- ermöglicht die Koordination und den Dialog innerhalb der Fachkammer für Landzuweisung und-regularisierung.
- richtet Landzuweisungs-und-regularisierungsverfahren gemäß internationalen Standards zum Schutz der Rechte der indigenen Bevölkerung auf traditionelle Gemeinden sowie auf landwirtschaftliche Familienbetriebe aus.
- verbessert die Informationssysteme und gewährleistet deren Interoperabilität für ein wirksames Landdatenmanagement.
- bietet Schulungen für Vertreter der Öffentlichkeit, Gemeindevorstände und zivilgesellschaftliche Organisationen an.
- unterstützt eine fundierte Entscheidungsfindung durch integrierte und effiziente Landdatensysteme.

Context
Rural federal public lands in Brazil cover 121.3 million hectares, with 99 per cent in the Legal Amazon. Of these, 50 million hectares remain undesignated, making them highly vulnerable to deforestation, invasions, land grabbing, and illegal activities, especially in the federal state of Amazonas. Weak land tenure security and poor spatial planning drive this destruction, threatening biodiversity and the livelihoods of small farmers and traditional communities. Protecting these lands is vital to preserving the Amazon, promoting fair land use, and supporting local communities.

Objective
Fair land access for traditional communities and family farmers has advanced, deforestation has decreased, vulnerable areas are protected, and resource management has improved.

Approach
The project collaborates with national agencies, including the Ministry of Agrarian Development and the National Institute of Colonization and Agrarian Reform, aligning with existing land policies. It focuses on:
- Facilitating coordination and dialogue within the Technical Chamber for Destination and Land Regularisation;
- Streamlining land allocation and regularisation processes for traditional communities, in line with international standards that protect Indigenous rights, and for family farmers;
- Improving information systems and ensuring interoperability for effective land data management;
- Providing training for public agents, community leaders, and civil society organisations;
- Supporting informed decision-making through integrated and efficient land data systems.

As terras públicas federais rurais no Brasil abrangem 121,3 milhões de hectares, dos quais 99% estão na Amazônia Legal. Dentre essas áreas, 50 milhões de hectares seguem sem destinação, tornando-se altamente vulneráveis ao desmatamento, invasões, grilagem e atividades ilegais, especialmente no estado do Amazonas. A insegurança fundiária e o planejamento territorial deficiente aceleram essa degradação, ameaçando a biodiversidade e os meios de subsistência de pequenos agricultores e comunidades tradicionais. Garantir a proteção dessas terras é essencial para conservar a Amazônia, promover a gestão equitativa do território e fortalecer as populações locais.

Facilitação do acesso à terra para comunidades tradicionais e agricultores familiares, redução do desmatamento, proteção das áreas vulneráveis e melhora na gestão dos recursos.

O projeto colabora com entidades nacionais, incluindo o Ministério do Desenvolvimento Agrário e o Instituto Nacional de Colonização e Reforma Agrária, alinhando-se com as políticas fundiárias existentes. Ele se concentra em:
• Facilitar a coordenação e o diálogo no âmbito da Câmara Técnica de Destinação e Regularização Fundiária;
• Agilizar os processos de alocação e regularização de terras para comunidades tradicionais, em consonância com os padrões internacionais que protegem os direitos indígenas, e para os agricultores familiares;
• Melhorar os sistemas de informação e garantir a interoperabilidade para uma gestão eficaz dos dados fundiários;
• Capacitação de agentes públicos, lideranças comunitárias e organizações da sociedade civil;
• Apoiar a tomada de decisões informadas por meio de sistemas integrados e eficientes de dados fundiários.
