In Brasilien wurden Institutionen wie die nationale Behörde für indigene Völker (FUNAI) durch die Haushalts- und Personalkürzungen früherer Regierungen geschwächt. Dadurch sind Politiken, Gesetze und Instrumente abgebaut worden, die die Rechte indigener Völker und Territorien schützen. Zwischen 2017 und 2022 hat die Regierung kein einziges Indigenengebiet rechtlich anerkannt. 2023 richtete die Regierung das Ministerium für indigene Völker (MPI) ein und begann damit, die FUNAI schrittweise wieder aufzubauen. Beide Institutionen werden nun von indigenen Frauen geleitet. Indigene Völker übernehmen häufig selbst die Erstellung und Umsetzung von Umwelt- und Gebietsmanagementplänen (PGTAs) für ihre Territorien. Diese Pläne sind die Grundlage dafür, dass Brasiliens indigene Völker ihre Gebiete langfristig und selbstbestimmt verwalten, schützen und weiterentwickeln können. Allerdings mangelt es häufig an finanziellen Mitteln für die Durchführung der geplanten Maßnahmen und an personellen Ressourcen für die Erfüllung der administrativen Anforderungen.
Indigene Territorien in Brasilien sind sicher, ihre territoriale Unversehrtheit und die Rechte der indigenen Völker werden geschützt.
Zur Verwirklichung des Projektziels werden drei Handlungsfelder umgesetzt:
-Organisationsentwicklung: Das Vorhaben Kompetenzen der Beschäftigten des MPI und der FUNAI zum wirksamen Schutz der indigenen Rechte und Territorien.
-Verbesserung der Landregulierung: Das Vorhaben optimiert Prozesse, Informationssysteme und das Datenmanagement für Landregulisierung der Territorien.
-Politikumsetzung: Das Vorhaben unterstützt die Umsetzung nationaler Politiken für indigene Belange, etwa der nationalen Politik zum Umwelt- und Gebietsmanagement indigener Territorien (PNGATI). Es erleichtert den direkten Zugang indigener Organisationen zu Finanzressourcen für die Umsetzung ihrer Managementpläne und fördert Lenkungs- und Koordinierungsgremien, in denen die Zivilgesellschaft vertreten ist.

In Brazil, budget and staff cuts during former governments have weakened institutions like the National Indigenous Peoples Foundation (FUNAI) and the Ministry of Environment (MMA). Consequently, policies, laws, and instruments to protect and guarantee the rights of indigenous peoples and territories have been dismantled. Notably, between 2017 and 2022, no indigenous territory received legal recognition nationally.
Nevertheless, in 2023, the government established the Ministry of Indigenous Peoples (MPI) and began rebuilding FUNAI step by step. Indigenous female leaders now lead both institutions.
Indigenous peoples often create and implement their own environmental and management plans (PGTAs) for their territories. These plans are essential for Brazil’s indigenous communities to manage, protect, and develop their lands in a long-term and self-determined way. However, there is often a lack of financial resources to implement the planned measures and insufficient human resources to meet the administrative requirements.
Indigenous territories in Brazil are secure, with their territorial integrity and the rights of indigenous peoples protected.
To achieve the project's objective, three main lines of action are planned:
- Organisational development: The project improves the skills of employees of the MPI and FUNAI to effectively protect indigenous rights and territories.
- Improving land regularisation: It optimises processes, information systems and data management for the improved land regularisation of territories to ensure efficient management.
- Policy implementation: The project enacts national indigenous policies, such as the National Policy on environmental and territorial management of indigenous territories. It facilitates direct access for indigenous organisations to resources for implementing their plans and enhances governance and coordination bodies with civil society participation.

No Brasil os cortes orçamentários e de pessoal ocorrido em governos anteriores enfraqueceram instituições como a Fundação Nacional dos Povos Indígenas (FUNAI) e o Ministério do Meio Ambiente e Mudança do Clima. Consequentemente políticas,leis e instrumentos para proteger e garantir os direitos dos povos e territórios indígenas foram enfraquecidos. Entre 2017 e 2022 não houve regularização fundiária de nenhum território indígena. No entanto em 2023 o governo estabeleceu o Ministério dos Povos Indígenas e iniciou a reestruturação da FUNAI. Atualmente lideranças indígenas mulheres estão à frente dessas instituições.Os povos indígenas geralmente criam e implementam Planos de Gestão Territorial e Ambiental para seus territórios indígenas. Esses planos são instrumentos essenciais para que as comunidades indígenas do Brasil gerenciem,protejam e desenvolvam suas terras de forma autodeterminada e contínua.No entanto muitas vezes faltam recursos financeiros para implementar as medidas planejadas e os recursos humanos são insuficientes para atender as exigências administrativas.A segurança dos territórios indígenas é fortalecida especialmente com relação à integridade territorial e aos direitos dos povos indígenas.Para atingir esse objetivo o projeto trabalha em três linhas principais de ação:Fortalecimento institucional: Promover a formação de técnicos e técnicas do MPI e da FUNAI para proteger os direitos e territórios indígenas;Melhoria da regularização fundiária: Otimizar os processos,os sistemas de informação e o gerenciamento de dados para melhorar a regularização fundiária dos territórios a fim de garantir uma gestão eficiente; Implementação de políticas:Promover políticas indigenistas nacionais como a Política Nacional de Gestão Ambiental e Territorial de Territórios Indígenas.Facilitar o acesso direto das organizações indígenas a recursos para a implementação de seus planos e instrumentos de gestão ambiental e territorial e fortalecer os órgãos de governança com a participação da sociedade civil.
