Project description (DE)

Ausgangssituation
Aufgrund des Konflikts in der Region Berg-Karabach/Karabach mussten über die letzten Jahrzehnte hunderttausende Menschen, sowohl Aserbaidschaner*innen als auch Armenier*innen, von dort fliehen. In beiden Ländern ist Armut und soziale Isolation unter Geflüchteten weit verbreitet. Besonders Frauen haben wenig Einkommen. Zudem erfahren sie häufig Diskriminierung und Gewalt. In politischen, sozialen und wirtschaftlichen Entscheidungen sind sie unterrepräsentiert.
Beide Länder möchten Geschlechtergerechtigkeit fördern und haben Aktionspläne entwickelt, die auch zur Agenda 2030 der Vereinten Nationen beitragen. Jedoch fehlen gemeinhin Kompetenzen und Bewusstsein, um benachteiligte vertriebene Frauen besser zu unterstützen.

Ziel
Die Rechte, die Ressourcen und die Repräsentanz von marginalisierten, vertriebenen Frauen, unter anderem mit Behinderung, sind in Aserbaidschan und Armenien ausgebaut.

Vorgehensweise
Das Vorhaben entwickelt mit staatlichen und nichtstaatlichen Institutionen Konzepte, um bessere soziale Dienstleistungen für Frauen und benachteiligte Gruppen anzubieten. Dazu gehören Freizeitaktivitäten, Fort- und Weiterbildungen sowie psychosoziale Unterstützung. Dafür schult es die Mitarbeiter*innen der Institutionen, beispielsweise Sozialarbeiter*innen.
Ergänzend verbessert das Vorhaben die wirtschaftlichen Perspektiven von Geflüchteten, besonders Frauen. Es organisiert Schulungen und Beratungen und pilotiert Beschäftigungsmaßnahmen.
Das Vorhaben fördert darüber hinaus lokale Initiativen, mit dem Ziel, Frauen und ihre Familien zu unterstützen. Vernetzung und finanzielle Unterstützung für diese lokalen Initiativen stärkt außerdem sozialen Zusammenhalt sowie Resilienz.

Content
Owing to the conflict in the Nagorno-Karabakh region, hundreds of thousands of people, both Azerbaijanis and Armenians, have had to flee over the last few decades. In both countries, poverty and social isolation are widespread among refugees. Women in particular have low incomes. Moreover, they often experience discrimination and violence. They are underrepresented in political, social and economic decision-making.
The two countries want to promote gender equality and have developed action plans that also contribute to the United Nations’ Agenda 2030. However, there is generally a lack of skills and awareness to help disadvantaged and displaced women in a better way.

Objective
In Azerbaijan and Armenia, the rights, resources and representation of marginalised, displaced women, including those with disabilities, have increased.

Approach
The project develops strategies with both governmental and non-governmental institutions to provide better social services for women and disadvantaged groups. These include leisure activities, further education and training measures, as well as the provision of psychosocial support. To achieve this, it trains the employees of the institutions, such as social workers.
The project also improves the economic prospects of refugees, especially women. It organises training courses, gives advice, and pilots employment measures.
The project also promotes local initiatives aimed at supporting women and their families. Networking and financial support for these local initiatives also strengthens social cohesion and resilience.
