Ausgangssituation:
In der äthiopischen Wirtschaft dominiert die Landwirtschaft, etwa 80 Prozent der Bevölkerung leben in ländlichen Gebieten. Äthiopien verfügt über unterschiedliche Naturräume und klimatische Bedingungen, die eine vielfältige landwirtschaftliche Produktion ermöglichen. Gleichzeitig gibt es eine wachsende Nachfrage nach Nahrungsmitteln auf lokalen und internationalen Märkten.
Allerdings kann die überwiegend kleinbäuerliche Landwirtschaft weder in der Menge noch in der Qualität den nationalen Nahrungsmittelbedarf und die Exportnachfrage decken. Lebensmittel können auf dem Weg von der Ernte bis zum Handel verderben, während Nährstoffverluste oder Verunreinigungen die Qualität der Produkte mindern. Die Landwirtschaft leidet unter mangelnden und zu schlechten landwirtschaftlichen Rohstoffen wie Saatgut sowie unter ungünstigen politischen Strukturen, die die kleinbäuerlichen Betriebe und die weiterverarbeitenden Unternehmen zu wenig unterstützen.
Ziel:
Die Landwirtschaft ist von der Produktion über die Weiterverarbeitung bis zur Vermarktung in ausgewählten Regionen Äthiopiens leistungsfähiger.
Vorgehensweise:
Das Vorhaben ist auf folgenden Gebieten tätig:
• Es berät Regierung und Verwaltung national und regional zur Planung und Umsetzung einer aufeinander abgestimmten landwirtschaftlichen Politik. Dialogforen sollen Vertreter*innen der Privatwirtschaft in die Politikgestaltung einbeziehen.
• Es unterstützt Innovationen, die Verluste nach der Ernte bei Obst, Gemüse und Ölsaaten vermeiden.
• Es verbessert die Lieferketten privatwirtschaftlicher Betriebe durch Entwicklungspartnerschaften und baut Kooperationen zwischen kleinbäuerlichen Betrieben und Verarbeitungs- und Vermarktungsbetrieben auf.
• Es berät private landwirtschaftliche Organisationen dabei, ihre Interessen gegenüber der staatlichen Verwaltung besser zu vertreten.
Project description (EN)
Agriculture dominates Ethiopia’s economy, and around 80 per cent of the population live in rural areas. Ethiopia has varied natural landscapes and climatic conditions that enable diverse agricultural production. At the same time, there is growing demand for food in local and international markets.
The mainly smallholder farms cannot quantitatively or qualitatively cover food needs domestically or the export demand. Food may spoil between harvest and trade, while nutrient losses or impurities can reduce the quality of the produce. The agriculture sector suffers from insufficient and poor agricultural raw materials (such as seeds) and unfavourable political structures that do not provide enough support to smallholder farms and processing companies.
Target: Across production, processing and marketing, agriculture is more efficient in selected regions of Ethiopia.
The project works in the following areas:
• It advises the government and administrative bodies at national and regional level on the planning and implementation of harmonised agricultural policy. Dialogue forums are designed to involve representatives of the private sector in policy-making.
• It supports innovation aimed at avoiding losses during the harvesting of fruit, vegetables and oilseeds.
• It improves the supply chains of private companies through development partnerships and establishes cooperation arrangements between smallholder farms and processing and marketing businesses.
• It advises private agricultural organisations on how to better represent their interests to state administrations.
