Ausgangssituation
Ruanda hat Fortschritte bei guter Regierungsführung und Menschenrechten erzielt. Das Land ist jedoch weiterhin herausgefordert, die Rechte schutzbedürftiger Gruppen umzusetzen. Dazu zählen Frauen, Jugendliche, Menschen mit Behinderungen, Menschen mit dem Humanes Immundefizienz-Virus (HIV), die ländliche Bevölkerung, Inhaftierte sowie lesbische, schwule, bisexuelle, trans*, inter*, queere und asexuelle (LSBTIQA+) Personen.
Viele zivilgesellschaftlichen Organisationen (ZGO) in Ruanda setzen sich dafür ein, die Rechte zu fördern und zu vertreten. Sie stoßen jedoch an institutionelle und personelle Grenzen.
Ziel
Die Fähigkeiten von ZGO sind ausgebaut, sodass sie die Rechte schutzbedürftiger Gruppen in Ruanda effektiv fördern und durchsetzen können. Die Rechte der Gruppen sind somit umfassend geschützt und ihre Interessen erfolgreich vertreten.
Vorgehensweise
Das Vorhaben unterstützt das zivilgesellschaftliche Engagement, um Menschenrechte besser zu verwirklichen. Es trägt so auch dazu bei, Armut zu reduzieren. Es umfasst drei Bereiche:
Kompetenzen von ZGO ausbauen: Das Vorhaben schult und berät ZGO, um ihre institutionellen und personellen Fähigkeiten zu erweitern. Dabei fokussiert es sich besonders auf LSBTIQA+, Vielfältigkeit, Inklusion und Menschenrechte.
Schutzbedürftige Gruppen unterstützen: Das Vorhaben stellt Rechtsanwält*innen zur Seite, berät und bietet Dienstleistungen, damit benachteiligte Menschen ihre Rechte wahrnehmen und einfordern können.
Zu Strategien beraten: Außerdem berät das Vorhaben ZGO, damit sie nationale Strategien für Menschenrechte entwickeln und überwachen können. Die ZGO beteiligen sich an Gesetzesentwürfen und setzen sich durch Kampagnen, die auf die Interessen benachteiligter Gruppen aufmerksam machen, für die Rechte beispielsweise von LSBTIQA+-Personen oder Menschen mit Behinderungen ein.
Das Projekt unterstützt die ZGO nach dem Prinzip „Niemanden zurücklassen" (Leave no one behind, LNOB).
Project description (EN)
Context
Rwanda has made progress in good governance and human rights. However, the country still faces challenges in implementing the rights of vulnerable groups. These include women, young people, people with disabilities, people with the human immunodeficiency virus (HIV), the rural population, people held in detention and lesbian, gay, bisexual, trans*, inter*, queer and asexual (LGBTIQA+) people.
Many civil society organisations (CSOs) in Rwanda are committed to promoting and defending rights. However, they face institutional and personnel-related challenges.
Objective
The capacities of CSOs have been developed so that they can effectively promote and enforce the rights of vulnerable groups in Rwanda. The rights of the groups are thus fully protected and their interests are successfully represented.
Approach
The project supports civil society engagement to better realise human rights while also helping to reduce poverty. The project covers three areas:
Developing the capacities of CSOs: The project trains and advises CSOs to expand their institutional and personnel capacities, focusing in particular on LGBTIQA+, diversity, inclusion and human rights.
Supporting vulnerable groups: The project provides lawyers, advice and services to help disadvantaged people exercise and demand their rights.
Advising on strategies: The project also advises CSOs on developing and monitoring national strategies for human rights. CSOs participate in the drafting of legislation and promote the rights of LGBTIQA+ individuals or people with disabilities, for example, through campaigning that raises awareness of the interests of disadvantaged groups.
The project also supports CSOs in line with the ‘leave no one behind’ (LNOB) principle.
