Die strukturellen Herausforderungen in Tunesien sind nach wie vor groß. Lokale Verwaltungen sind aufgrund finanzieller Hürden, mangelnden Kompetenzen sowie fehlendem Personal oft nicht in der Lage, Dienstleistungen effizient, transparent und bürgernah zu erbringen. Daher ist der Zugang zu lokalen und inklusiven Dienstleistungen nicht ausreichend gewährleistet. Zudem mangelt es an Leistungsanreizen sowie zielgerichteten Aus- und Fortbildungen für Beamt*innen.

Die tunesische Verwaltung erbringt in ausgewählten Partnergemeinden effiziente, transparente und bürgerorientierte Dienstleistungen für die Bevölkerung.

Das Vorhaben setzt darauf, den Zugang zu inklusiven lokalen Dienstleistungen zu erweitern. Es baut die personellen Voraussetzungen der Verwaltung aus und verbessert das Einnahmen- und Ausgabenmanagement von Partnergemeinden. Es gliedert sich also in drei Handlungsfelder:
1. Es optimiert Verwaltungsprozesse und deren Digitalisierung und ermöglicht so den physischen und digitalen Zugang zu inklusiven lokalen Dienstleistungen für die Bevölkerung ausgewählter Partnergemeinden.
2. Es unterstützt die Aus- und Fortbildung von Fach- und Führungskräften der lokalen Verwaltungen und schafft so die personellen Voraussetzungen für effiziente, transparente, bürgernahe und geschlechtersensible lokale Dienstleistungen.
3. Es verbessert die Einnahmen- und Ausgabenverwaltung ausgewählter Partnergemeinden und lokaler Finanzämter, wodurch sich finanzielle, personelle und materielle Ressourcen der öffentlichen Stellen steigern lassen und diese so bürgerorientierte Dienstleistungen besser erbringen.

Tunisia continues to face major structural challenges. Financial hurdles, weak capacities and staff shortages often prevent local administrations from providing efficient, transparent and citizen-oriented services. Access to local and inclusive services therefore remains inadequate. The problem is compounded by the lack of performance incentives and targeted training for civil servants.

The Tunisian administration provides efficient, transparent and citizen-oriented public services in selected partner municipalities.

The project aims to expand access to inclusive local services. It increases the number of staff at administrative level and improves the management of income and expenditure in partner municipalities. The project is therefore divided into three fields of activity:
1. Optimising and automating administrative processes, thereby facilitating physical and digital access to inclusive local services for the population in selected partner municipalities.
2. Supporting training for experts and management personnel in the local administrations and thus developing the human relations (HR) capacities required for the provision of efficient, transparent, citizen-centric and gender-sensitive local services.
3. Improving the management of income and expenditure in selected partner municipalities and local tax offices, which will help boost financial, staffing and material resources in public offices and thus enable them to provide citizen-oriented services more effectively.

La Tunisie continue à faire face à des défis structurels importants. Les administrations locales, manquant de moyens financiers, de compétences et de personnel, ne sont souvent pas en mesure de fournir des services de façon efficace, transparente et proche des citoyen·ne·s. L’accès à des services locaux et inclusifs n’est donc pas suffisamment assuré. On constate en outre un manque d’incitations à la performance et de formations initiales et continues ciblées à l’adresse des fonctionnaires.

Dans des communes partenaires sélectionnées, l’administration tunisienne fournit à la population des services efficaces, transparents et proches des citoyen·ne·s.

Le projet vise à élargir l’accès à des services locaux inclusifs. Il développe les ressources humaines de l’administration et améliore la gestion des recettes et des dépenses des municipalités partenaires. Il est ainsi structuré autour de trois champs d’action :
1. Optimisation et numérisation des processus administratifs, ouvrant ainsi à la population des communes partenaires sélectionnées l’accès physique et numérique à des services locaux inclusifs.
2. Soutien à la formation initiale et continue des cadres techniques et de direction des administrations locales, instaurant ainsi les conditions requises en termes de personnel pour la fourniture de services locaux efficaces, transparents, proches des citoyen·ne·s et sensibles au genre.
3. Amélioration de la gestion des recettes et des dépenses des municipalités partenaires sélectionnées et des services fiscaux locaux, d’où une augmentation des ressources financières, humaines et matérielles des organismes publics les mettant à même de mieux fournir des services axés sur les citoyen·ne·s
