Hintergrund: Laos hat mit großen Problemen im Zusammenhang mit Land- und Waldrechten zu kämpfen. In den staatlichen Wäldern leben über 3.000 ländliche Gemeinschaften ohne amtliche Dokumente über ihre Landnutzungsrechte. Diese fehlende Anerkennung macht sie anfällig für Landraub, Streitigkeiten und zunehmende Probleme durch die Ausbeutung natürlicher Ressourcen. Zudem schwächt das Fehlen klarer Landrechtssysteme die Waldbewirtschaftung, beschleunigt die Entwaldung und bedroht Biodiversität und Lebensgrundlagen.
Diese Probleme betreffen Kleinbäuerinnen und -bauern sowie Waldnutzer*innen unverhältnismäßig stark. Insbesondere Frauen und ethnische Minderheiten haben Schwierigkeiten, sich Landrechte zu sichern. Wird nichts unternommen, werden Entwaldung und Landkonflikte die ländliche Entwicklung und den Umweltschutz weiter untergraben.
Ziel des Vorhabens: Die Landrechte der Kleinbäuerinnen und -bauern sind sicherer, Wälder und Biodiversität sind durch ein integriertes Landmanagement besser geschützt.
Das Projekt hat drei Schwerpunkte:
- Die Umsetzung eines integrierten Landmanagements erleichtern: Das Projekt unterstützt die Bemühungen um den Schutz von Landrechten, Wäldern und Biodiversität in den Provinzen Sainyabuli und Houaphan. Es fördert die verantwortungsvolle Landnutzung durch Dorfbewohner*innen und Regierungsbeamt*innen.
- Den Rechtsrahmen für Landrechte verbessern: Besonderes Augenmerk liegt auf den Landrechten von Frauen und der Einbindung zivilgesellschaftlicher Organisationen durch Multi-Stakeholder-Dialoge und Koordinierungsmaßnahmen.
- Digitale Landinformationssysteme fördern: Das Projekt verbessert Instrumente wie das Landnutzungsinformationssystem (Land Use Information System, LUIS) und das digitale Kataster „LaoLandReg". Die für das Land- und Waldmanagement zuständigen Behörden können dadurch fundierte Entscheidungen treffen.

Laos faces significant challenges related to land and forest rights. Over 3,000 rural communities live in state-owned forests without formal documentation of their land use rights. This lack of recognition makes them vulnerable to land grabs, disputes, and growing pressure from natural resources exploitation. Moreover, the absence of clear land tenure systems weakens forest management, accelerates deforestation, and threatens biodiversity and livelihoods.
These issues disproportionately affect smallholder farmers and forest users, particularly women and ethnic minorities, who face barriers to securing land rights. Without action, deforestation and land conflicts will continue to undermine rural development and environmental protection.
Land rights for smallholder farmers and forest users are more secure, while forests and biodiversity are better protected through integrated land management.
The project focuses on three activities:
- Facilitating the implementation of an integrated land management: The project supports efforts to protect land rights, forests, and biodiversity in Sayabouri and Houaphan provinces, while promoting responsible land use among villagers and government officials.
- Improving the legal framework for land rights: Special attention is given to women's land rights and the involvement of civil society organisations through multi-stakeholder dialogues and coordination efforts.
- Advancing digital land information systems: The project improves tools such as the Land Use Information System (LUIS) and the digital cadastre LaoLandReg to promote informed decision-making by land and forest management authorities.
