Hintergrund
Die zentralasiatischen Wirtschaften basieren bislang stark darauf, natürliche Ressourcen wie Rohstoffe, Wasser und Böden auszubeuten. Die Regierungen sind sich jedoch bewusst, dass sich die daraus resultierende Umweltzerstörung und der Klimawandel negativ auf die Wirtschaft auswirken. Daher haben sie einen Umschwung eingeleitet.
Für den Arbeitsmarkt sind Aus- und Fortbildung in grünen Bereichen (Green Skills) unabdingbar, um eine umwelt- und klimafreundliche Wirtschaft voranzutreiben. Es fehlt aber an Fach- und Führungskräften sowie innovativen Ansätzen, um nachfrageorientierte, grüne und digitale Kompetenzen zu vermitteln. Zudem sind die Ausbildungssysteme noch nicht ausreichend auf eine grüne Wirtschaft ausgerichtet. Damit mangelt es jungen Menschen und Erwachsenen an beruflichen Qualifikationen, die eine ökologisch verantwortungsbewusste Transformation der Wirtschaft vorantreiben und neue Beschäftigungsperspektiven schaffen.
Ziel
Jugendliche und Erwachsene in Kasachstan, Kirgistan, Tadschikistan und Usbekistan haben bessere Beschäftigungsperspektiven in der grünen Wirtschaft.
Vorgehensweise
Das Vorhaben unterstützt staatliche Verantwortliche darin, Politiken zu steuern, um die Berufsbildung zu verbessern und Beschäftigung zu fördern. Dabei sollen die nationalen Wirtschaftsstrategien auf konkrete, praktisch ermittelte Arbeitsmarktbedarfe der grünen Wirtschaft ausgerichtet werden.
Zudem unterstützt das Vorhaben, dass sich Unternehmen und Verbände der grünen Wirtschaft mit staatlichen Verwaltungen zusammenschließen, um die Berufsbildung zu verbessern und sich zum Arbeitsmarkt abzustimmen. Dazu berät es, organisiert Veranstaltungen und regionalen Austausch.
Schließlich arbeitet das Vorhaben mit Anbietern für beruflicher Aus- und Weiterbildung sowie mit Unternehmen der grünen Wirtschaft zusammen. Es berät sie darin, gemeinsam Bildungsangebote zu entwickeln und umzusetzen.
Project description (EN)
Context
The economies of the Central Asian region rely heavily on the exploitation of natural resources such as minerals, water and soil. The governments are however aware that the environmental damage caused as well as climate change are having an adverse impact on the economy and are therefore taking action to initiate a transition.
Technical and vocational education and training (TVET) in green skills is essential for the job market if the countries are to make progress towards a green economy. However, they lack the professionals, management personnel and innovative approaches required to develop in-demand green and digital skills and the training systems do not yet meet all the requirements of a green economy. Young people and adults therefore do not have the professional training required that would drive an environmentally responsible economic transition and create new employment opportunities.
Objective
Young people and adults have better employment opportunities in the green economy in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
Approach
The project supports the responsible government bodies in steering policies aimed at improving TVET and promoting employment. The national economic strategies will be oriented to specific, practically determined needs of the labour market in the green economy.
The project also supports green economy companies and associations in joining forces with public administrations to improve vocational training and to align skills with labour market need. To achieve this goal, the project provides advisory services besides organising events and regional dialogues.
In addition, the project works with vocational training providers and with companies involved in the green economy and advises them on the joint development and implementation of training programmes.
