Ausgangssituation:
Jahrelange Konflikte, politische Instabilität und unzureichende Mittelzuweisungen haben das Gesundheitssystem in Libyen geschwächt. Die Gesundheit von Müttern und Neugeborenen stagniert und verschlechtert sich zunehmend. Es fehlt an geschultem Personal wie Krankenpfleger*innen, Hebammen und Geburtshelfer*innen und die geburtshilfliche Notfallversorgung in öffentlichen Gesundheitseinrichtungen ist unzureichend.

Ziel:
Die Qualität von Gesundheitsdienstleistungen für Frauen und vulnerable Gruppen, vor allem zur Mütter- und Neugeborenengesundheit, ist verbessert.

Vorgehensweise:
In Zusammenarbeit mit dem Gesundheitsministerium Libyens unterstützt das Vorhaben das libysche Gesundheitswesen zur Mütter- und Neugeborenengesundheit in fünf Partnergemeinden. Regional schult es in sieben zentralen Krankenhäusern Gesundheitsfachkräfte zu Patientensicherheit und geburtshilflicher Notfallversorgung. Zudem führt das Vorhaben Überweisungsprotokolle ein.

Darüber hinaus schult das Vorhaben Gesundheitsmanager*innen im Hinblick auf die Gesundheitsbedürfnisse von Frauen und das Gesundheitsdatenmanagement. In Zusammenarbeit mit den Ministerien für Hochschul- und Berufsbildung bietet das Vorhaben Fortbildungen für Lehrkräfte an drei Fakultäten und acht Berufsbildungsinstituten an. Hierzu gehören Fortbildungen zu Krankenpflege und Hebammenwesen, zu einer praxisorientierten Aus- und Weiterbildung und zu modernen Lehrmethoden.
 

Context:
Decades of conflict, political instability and inadequate funding have weakened Libya’s health system. Maternal and newborn health is stagnating and, increasingly, deteriorating. There is a lack of trained staff, such as nurses, midwives and birth attendants, and emergency obstetric care at public health facilities is inadequate.

Objective:
The quality of health services for women and vulnerable groups, particularly with regard to maternal and newborn health, has improved.

Approach:
In cooperation with Libya’s Ministry of Health, the project supports the Libyan health system with regard to maternal and newborn health in five partner communities. At the regional level, it provides training on patient safety and emergency obstetric care to health professionals at seven central hospitals. It is also introducing referral protocols.

In addition, the project trains health managers with regard to women’s health needs and health data management. In cooperation with the Libyan Ministry of Higher Education and the Ministry of Technical and Vocational Education, the project provides training for teaching staff at three faculties and eight vocational education institutes. This includes training on nursing and midwifery, on practice-oriented initial and continuing education, and on modern teaching methods.
