Ausgangssituation
Die Demokratische Republik Kongo (DRK) und besonders die südöstlichen Provinzen Haut Katanga und Lualaba haben enorme natürliche Ressourcen wie Kupfer und Kobalt . In den Bergbauregionen befindet sich der wirtschaftlich und geopolitisch wichtige Lobito-Korridor. Das ist eine Transportlinie von der sambischen Grenze zum Atlantik in Angola. Dennoch ist die Armut sehr hoch.
Eine schwache lokale Regierungsführung, anhaltende Konflikte im Nordosten Kongos, Korruption und eine unzureichende Dezentralisierung behindern die Festigung von Demokratie sowie eine langfristige Entwicklung, die alle einbezieht. Traditionelle Geschlechterrollen und diskriminierende soziale Normen schränken die Teilhabe von Frauen und Mädchen stark ein.

Ziel
Geförderte Kompetenzen, Strukturen und Prozesse staatlicher und zivilgesellschaftlicher Akteur*innen führen zu einer besseren demokratischen Regierungsführung in den ausgewählten Kommunen Haut-Katangas und Lualabas.

Vorgehensweise
Das Vorhaben steigert die Leistungsfähigkeit lokaler Städte und Gemeinden, etwa in der Verwaltung. Zudem unterstützt es zivilgesellschaftliche Organisationen dabei, zur Dezentralisierung und Demokratisierung beizutragen. Dies beinhaltet unter anderem, dass sie Prozesse intern und kommunenübergreifend steuern sowie zusammenarbeiten.
Das Vorhaben bildet darüber hinaus weibliche Führungs- und Fachkräfte, zivilgesellschaftliche Organisationen und die Ende 2023 erstmals gewählten Kommunalräte als Demokratieakteur*innen fort.
Zudem fördert das Vorhaben lokale und regionale Netzwerke von Frauen in Politik, Verwaltung und Zivilgesellschaft, um Gleichstellung und Gleichberechtigung voranzubringen.

 

Context
The Democratic Republic of the Congo (DR Congo) – and its southeastern provinces of Haut-Katanga and Lualaba in particular – are very rich in natural resources such as copper and cobalt. The Lobito Corridor, a major transportation route of economic and geopolitical importance, serves the mining regions. It runs from the Congolese-Zambian border to the Atlantic coast in Angola. Despite this, the level of poverty is very high.
Weak local governance, ongoing conflicts in the northeast of the country, corruption and insufficient decentralisation all hamper the consolidation both of democracy and of long-term development involving the entire population. Participation by women and girls is severely restricted by traditional gender roles and discriminatory social norms.

Objective
Improved skills, structures and processes of governmental and civil society stakeholders result in better democratic governance in the selected municipalities of Haut-Katanga and Lualaba.

Approach
The project improves the performance of local municipalities and communities, e.g. in the field of administration. It also helps civil society organisations promote decentralisation and democratisation. This includes enabling them to cooperate with one another and steer the processes involved both internally and at the overarching level between municipalities.
In addition, the project trains female managers and specialists, civil society organisations and the municipal councils (that were first elected at the end of 2023) in facilitating democracy.
It also supports local and regional networks among women in politics, local government and civil society in improving gender equality and equal rights.
 

Situation initiale
La République démocratique du Congo (RDC), et plus particulièrement les provinces du sud-est, le Haut-Katanga et le Lualaba, regorgent de ressources naturelles telles que le cuivre et le cobalt. Le corridor de Lobito, voie de transport importante sur les plans économique et géopolitique reliant la frontière zambienne au littoral atlantique de l’Angola, se trouve dans les régions minières. La pauvreté reste néanmoins à un niveau très élevé.
Une gouvernance locale déficiente, des conflits persistants dans le nord-est du Congo, la corruption et une décentralisation insuffisante font obstacle à la consolidation de la démocratie et à un développement inclusif et durable. Les rôles traditionnellement attribués aux hommes et aux femmes ainsi que les normes sociales discriminatoires limitent considérablement la participation des femmes et des filles.

Objectif
Le renforcement des compétences, des structures et des processus des acteurs étatiques et de la société civile contribue à une meilleure gouvernance démocratique dans les communes sélectionnées du Haut-Katanga et du Lualaba.

Approche
Ce projet renforce les capacités des villes et communes locales, notamment dans le domaine administratif. Il soutient aussi les organisations de la société civile dans leurs efforts en faveur de la décentralisation et de la démocratisation. Cela implique notamment qu’elles gèrent les processus en interne et au niveau intercommunal et qu’elles collaborent entre elles.
Le projet assure également la formation de femmes cadres techniques et de direction, ainsi que celle d’organisations de la société civile et des conseillers municipaux élus pour la première fois fin 2023 dans leur rôle d’acteurs de la démocratie.
En outre, le projet encourage les réseaux locaux et régionaux de femmes actives en politique, dans l’administration et dans la société civile afin de promouvoir la parité et l’égalité des droits.
