Ausgangssituation:
Transparenz ist eines der Prinzipien für wirksame Entwicklungszusammenarbeit (EZ), zu denen sich Deutschland bei den internationalen Wirksamkeitsgipfeln von Paris 2005, Accra 2008 und Busan 2011 verpflichtet hat. Unter anderem schreibt der gemeinsame offene Standard für die Transparenz der Entwicklungszusammenarbeit (Common Open Standard for Aid Transparency) die zeitnahe und umfassende elektronische Veröffentlichung von Daten zu EZ-Mitteln fest. Das BMZ veröffentlicht EZ-Daten insbesondere im Rahmen der International Aid Transparency Initiative (IATI) und der jährlichen Meldung zu öffentlichen Entwicklungsleistungen (ODA-Meldung).

Ziel:
Das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) stellt Projektdaten in der EZ transparenter bereit und verfügt über eine bessere Datengrundlage.

Vorgehensweise:
Das Vorhaben arbeitet besonders in drei Bereichen:
• Es unterstützt das BMZ dabei, Projektdaten für internationale Berichtssysteme zu veröffentlichen. Dazu zählen vor allem die jährliche ODA-Meldung, die die Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD) vorgibt, sowie die Veröffentlichung von Managementdaten zu Vorhaben der EZ und humanitären Hilfe gemäß dem IATI-Datenstandard.
• Darüber hinaus fördert das Vorhaben die interne und externe Datenkommunikation zu BMZ-Vorhaben. Dazu gehört zum Beispiel das BMZ-Transparenzportal, das Daten zu EZ-Projekten öffentlich macht.
• Das Vorhaben berät das BMZ außerdem zu Datenverwaltung und Qualität von BMZ-Daten. 

Context:
Transparency is one of the principles for effective development cooperation that Germany pledged to uphold at the Paris 2005, Accra 2008 and Busan 2011 International High Level Forum on Aid Effectiveness. For example, the Common Open Standard for Aid Transparency stipulates the timely and comprehensive electronic publication of data on development cooperation funds. The German Federal Ministry for Economic Cooperation and Development (BMZ) publishes development cooperation data, in particular under the International Aid Transparency Initiative (IATI) and as part of the annual Official Development Assistance (ODA) reporting.

Objective:
BMZ provides more transparent project data and has a better data basis at its disposal.

Approach:
The project operates primarily in three areas:
• It supports BMZ in the publication of project data for international reporting systems. This especially includes the annual ODA reporting as required by the Organisation for Economic Co-operation and Development (OECD) and the publication of management data for development cooperation projects and humanitarian aid according to the IATI data standard.
• Furthermore, the project supports the internal and external communication of data on BMZ projects. This includes, for example, the BMZ transparency portal that makes the ministry’s project data accessible to the public.
• Advising BMZ on data management and the quality of BMZ data is also part of the project.
