Ausgangssituation
Trotz seiner relativen Stabilität in der Sahelzone steht Mauretanien mit über 300.000 Flüchtlingen, von denen mehr als die Hälfte Frauen und Kinder sind, vor großen Herausforderungen. In Hodh El Chargui, der größten Region des Landes, machen Flüchtlinge mehr als 50 Prozent der Bevölkerung aus, sodass die Ressourcen und die Infrastruktur über Gebühr beansprucht werden. Die aufnehmenden Gemeinden, die bereits mit wirtschaftlicher Unsicherheit, Arbeitslosigkeit und Klimawandel zu kämpfen haben, stehen zunehmend unter Druck. In Anbetracht dessen bekräftigte Mauretanien auf dem Globalen Flüchtlingsforum 2023 sein Engagement für die Unterstützung von Flüchtlingen. Die lokalen Systeme sind jedoch weiterhin überfordert, und die Einkommensperspektiven begrenzt.

Ziel
Die sozioökonomische Inklusion von Flüchtlingen und schutzbedürftigen Mitgliedern der aufnehmenden Gemeinden, insbesondere von Frauen, ist in ausgewählten Gebieten Mauretaniens verbessert.

Vorgehensweise
Das Projekt arbeitet mit einem gemischten Team, dem Bedienstete des Amtes des Hohen Flüchtlingskommissars der Vereinten Nationen (UNHCR) angehören, und setzt auf folgende Schwerpunktbereiche:
• Der Zugang zu Basisdienstleistungen wie der Gesundheitsversorgung wird durch Telemedizin, die Bildung durch Unterstützung bei der digitalisierten Einschulung und die Ausstellung von Personenstandsurkunden durch mobile Registrierung sowie Zustellung von amtlichen Urkunden verbessert.
• Die Existenzgrundlagen und die wirtschaftliche Inklusion werden durch berufliche Aus- und Weiterbildungsprogramme gefördert und unternehmerische Initiativen gestärkt.
• Der Sozialschutz wird durch Ausbau der Verweissysteme und Unterstützung des nationalen Sozialregisters verbessert.
Der soziale Zusammenhalt und das friedliche Zusammenleben innerhalb der Gemeinden werden durch Dialogveranstaltungen der beteiligten Gemeinden, kulturelle Austauschmaßnahmen und Workshops zur Konfliktlösung gefördert.

Context
Mauritania, despite its relative stability in the Sahel region, faces significant challenges with over 300,000 refugees, more than half of whom are women and children. In Hodh El Chargui, the country’s largest region, refugees exceed 50 per cent of the population, straining resources and infrastructure. Host communities, already burdened by economic insecurity, unemployment, and climate change, face growing pressure. In response, Mauritania reaffirmed its commitment to supporting refugees at the Global Refugee Forum (GRF) 2023. However, local systems remain overstretched, and income opportunities are limited.

Objective
The socio-economic inclusion of refugees and vulnerable members of host communities, particularly women, has improved in selected areas of Mauritania.

Approach
The project operates with a blended team, including members of the United Nations High Commissioner for Refugees (UNHCR), focusing on the following areas:
• Improving access to basic services like healthcare through telemedicine, education via digitalised school enrolment support, and civil documentation through mobile registration and legal documentation delivery;
• Promoting livelihoods and economic inclusion through vocational training programmes and entrepreneurship initiatives;
• Enhancing social protection by enhancing referral systems and supporting the national social registry;
Fostering social cohesion and peaceful coexistence within communities through intercommunity dialogue sessions, cultural exchange activities, and conflict-resolution workshops.

Situation initiale
Bien que la Mauritanie bénéficie d’une relative stabilité dans la région du Sahel, elle fait face à des défis majeurs avec plus de 300 000 réfugiés, dont plus de la moitié sont des femmes et des enfants. Dans la région du Hodh El Chargui, la plus vaste du pays, les réfugié·e·s représentent plus de 50 % de la population, ce qui met à mal les ressources et les infrastructures. Les communautés d’accueil, déjà confrontées à l’insécurité économique, au chômage et aux impacts du changement climatique, subissent une pression croissante. En réponse à cette situation, la Mauritanie a réaffirmé son engagement à soutenir les réfugié·e·s lors du Forum mondial sur les réfugiés (GRF) de 2023. Cependant, les systèmes locaux demeurent surchargés et les opportunités de revenus restent limitées.

Objectif
L’inclusion socio-économique des réfugié·e·s et des membres vulnérables des communautés d’accueil, en particulier des femmes, a connu des améliorations dans certaines régions du pays.

Approche
Piloté par une équipe mixte incluant des membres du Haut Commissariat des Nations unies pour les réfugiés (HCR), le projet se concentre sur plusieurs axes :
• améliorer l’accès aux services de base, tels que les soins de santé via la télémédecine, l’éducation grâce à un soutien à l’inscription scolaire numérisée, et la délivrance de documents d’état civil par l’enregistrement mobile ;
• promouvoir les moyens de subsistance et l’inclusion économique à travers des programmes de formation professionnelle et des initiatives entrepreneuriales ;
• renforcer la protection sociale en consolidant les systèmes d’orientation et en soutenant le registre social national ;
favoriser la cohésion sociale et la coexistence pacifique au sein des communautés par le biais de sessions de dialogue intercommunautaire, d’activités d’échange culturel et d’ateliers de résolution de conflits.
